Job Overview: The position of External Evaluator is crucial for assessing the effectiveness of the project titled 'Migrant Women Protection in Central America and the Dominican Republic: Resilience and Gender-Based Violence Prevention (Phase II)'. The evaluator will be responsible for conducting a comprehensive evaluation of the project's relevance, efficiency, effectiveness, impact, sustainability, and coherence. This evaluation aims to identify lessons learned and best practices that can inform future interventions aimed at supporting migrant women. The evaluator will engage with various stakeholders, including government officials, civil society organizations, and the donor community, to gather insights and feedback on the project's implementation and outcomes. The evaluator will also ensure that the evaluation process adheres to IOM's ethical standards and incorporates a gender perspective throughout the evaluation.
Duties and Responsibilities: The External Evaluator will be tasked with the following duties and responsibilities:
Develop an evaluation matrix that outlines the evaluation criteria, questions, and methodologies to be used.
Conduct a thorough review of project documentation, including interim reports and financial statements, to understand the project's context and objectives.
Engage with stakeholders through interviews, surveys, and focus group discussions to gather qualitative and quantitative data on the project's implementation and impact.
Analyze data collected to assess the project's effectiveness in achieving its goals related to the protection and empowerment of migrant women.
Prepare a preliminary evaluation report that includes initial findings and recommendations for IOM and other stakeholders.
Present findings to IOM and relevant stakeholders, incorporating feedback into the final evaluation report.
Ensure that the evaluation process is participatory and inclusive, reflecting the voices and experiences of migrant women and other affected populations.
Provide explicit recommendations for future projects based on the evaluation findings, focusing on improving strategies for migrant women protection and economic empowerment.
Required Qualifications: Candidates must possess the following qualifications:
A minimum of 5 years of experience in conducting evaluations of projects or programs, with a focus on migration, gender, or social inclusion.
Proven experience in applying both qualitative and quantitative research methods and analytical tools.
A master's degree or equivalent in social sciences, public policy, migration, gender studies, or a related field.
A solid understanding of issues related to migration governance, gender-based violence, human trafficking, and climate change.
Familiarity with regional coordination mechanisms on migration is an advantage.
Excellent analytical, oral, and written communication skills in both English and Spanish.
Ability to work independently and manage time effectively to meet deadlines.
Educational Background: The ideal candidate should have a master's degree or equivalent studies in fields related to social sciences, public policy, migration, or gender studies. This educational background is essential to understand the complexities of migration issues and the specific challenges faced by migrant women in Central America and the Dominican Republic.
Experience: The evaluator should have at least 5 years of experience in conducting evaluations, with a strong emphasis on projects related to migration, gender, or social inclusion. The lead evaluator should have a minimum of 3 years of experience within the evaluation team, demonstrating a solid track record in applying both qualitative and quantitative research methods and analytical tools.
Languages: Proficiency in both Spanish and English is mandatory for this position. The evaluator should be able to communicate effectively in both languages, as the evaluation will involve engaging with diverse stakeholders and reviewing documents in both languages. Knowledge of additional languages relevant to the region may be considered an asset.
Additional Notes: The evaluation is expected to be conducted over a period of 36 months, with the final evaluation report due by November 202
The evaluator will work closely with IOM's project team and stakeholders throughout the evaluation process. The position is open to candidates residing in any Central American country, and the evaluation firm will be responsible for covering its own costs, including fees and indirect expenses.
