Job Overview:
The Supply Associate position is crucial within UNHCR's operations in Costa Rica, particularly given the country's role as a host for a significant number of forcibly displaced persons. The incumbent will manage and support all activities related to the supply chain function, which includes planning, sourcing, procurement, transport, shipping, customs clearance, warehousing, asset and fleet management, and monitoring within the designated area of responsibility. The Supply Associate will work under the supervision of a higher-level supply position and will be responsible for ensuring the efficient use of resources while maintaining regular contact with other UNHCR offices, UN agencies, NGOs, government partners, and commercial contractors. The role requires a proactive approach to support and monitor supply activities, ensuring timely and quality delivery of goods and services to persons of concern.

Duties and Responsibilities:
The duties and responsibilities of the Supply Associate include supporting supply activities in compliance with UNHCR supply chain rules and procedures, preparing plans for the delivery of relief and non-food items, applying UNHCR's sourcing and procurement strategy, maintaining accurate records of supply activities, evaluating purchase requisitions, drafting and dispatching quotation requests, preparing purchase orders, providing guidance on procurement policies, monitoring supply chain data quality, and promoting UNHCR's global policies on supply chain management. The incumbent will also track the progress of operations, assist in coaching individuals, monitor periodic supply exercises, ensure local liaison with partners, manage storage of goods, coordinate supply activities with UNHCR partners, implement effective asset and fleet management, and support risk management in the area of responsibility.

Required Qualifications:
Candidates must possess a high school diploma with three years of relevant experience, or a bachelor's degree with two years of relevant work experience. Essential qualifications include knowledge of supply chain management, procurement processes, and logistics. Candidates should also have strong computer literacy, particularly in MS Office applications, and familiarity with ERP systems such as Oracle is an asset. Other desirable qualifications include UN procurement and logistics training.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent for candidates with three years of relevant experience, or a bachelor's degree in a related field such as Business Administration, Economics, or Marketing for those with two years of relevant experience. Additional certifications in supply chain management or logistics are beneficial.

Experience:
The position requires a minimum of three years of relevant experience for candidates with a high school diploma or two years for those with a bachelor's degree. Experience in procurement processes, supply chain management, contracts, inventory, fleet, asset management, and vendor management is essential. Candidates should demonstrate strong analytical, planning, and organizational skills, as well as the ability to work under pressure and meet deadlines.

Languages:
Fluency in Spanish and English is mandatory, with an expected overall ability of at least B2 level in both languages. Knowledge of the local language is also beneficial for effective communication in the duty station.
