Job Overview:
The Programme Officer (Immigration and Border Governance (IBG)) will play a crucial role in managing, coordinating, and overseeing the activities of the IBG Programmes at IOM Ethiopia. This position requires a comprehensive understanding of immigration and border governance, as the officer will coordinate the implementation of various projects related to border management information systems, immigration policy, and legal identity. The officer will work closely with governmental authorities to enhance their capacities in managing borders efficiently and effectively. The role involves providing technical inputs for policy development, managing multiple IBG projects, and ensuring that all activities align with IOM's policies and donor requirements. The Programme Officer will also be responsible for capacity development initiatives and establishing partnerships with various stakeholders to support the successful implementation of IBG programmes.

Duties and Responsibilities:
  • Coordinate the overall implementation of the IBG portfolio, ensuring timely completion and alignment with IOM policies and donor requirements.
  • Manage and supervise the implementation of border management information system programs, ensuring coordination with IOM HQ and relevant authorities.
  • Provide technical inputs for policy and operational resources aimed at enhancing migration pathways.
  • Support the Regional Office and Country Offices on emerging trends and resource mobilization for IBG projects.
  • Provide operational guidance and technical supervision on IBG projects, including capacity development initiatives.
  • Conduct capacity-development activities on IBG thematic areas.
  • Establish and maintain effective working relationships with government counterparts to guide project implementation.
  • Co-develop trade activities with the Ministry of Trade and Regional Integration.
  • Oversee the development of public information and training materials for border governance stakeholders. 1
  • Establish partnerships with UN Agencies and other stakeholders for IBG programme implementation. 1
  • Contribute to advancing IBG thematic areas within the UN Network on Migration. 1
  • Undertake travel duties as required to support programme implementation. 1
  • Perform any other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, Political Science, or related areas. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid academic foundation to support their professional roles in immigration and border governance.

Experience:
The ideal candidate should have substantial experience in immigration and border governance, including programme conceptualization, development, monitoring, reporting, and evaluation. Experience in managing multiple IBG projects and capacity-development activities is essential. Familiarity with legal identity issues relevant to IBG and experience in liaising with governmental and diplomatic authorities are advantageous. Candidates should also have staff management experience, training development and delivery experience, and a sound understanding of internal and international migration issues in the region. Experience in organizing consultations, workshops, and seminars with high-level stakeholders is also required, along with knowledge of UN and bilateral donor programming.

Languages:
Fluency in English is mandatory for this position, both oral and written. IOM's official languages include English, French, and Spanish, and all staff members are required to be fluent in one of these languages. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension based on performance and funding availability. The role is classified at the P-3 grade level, indicating a professional recruiting type. Internationally recruited professional staff are required to be mobile, and any offer made to the candidate is subject to funding confirmation.
