Job Overview:
The Technical Officer, Community MNCH/Nutrition position is a critical role within the EpiC project, which is funded by the U.S. Government and aims to achieve HIV epidemic control and improve health outcomes for at-risk populations. The officer will be responsible for providing technical support and oversight for community-based maternal, newborn, and child health (MNCH) and nutrition activities in the Grand North region of Haiti. This includes ensuring the successful implementation of community MNCH/Nutrition elements of the EpiC work plan, achieving project targets, and developing evidence-based approaches for health services. The officer will work closely with the Ministry of Public Health and Population (MSPP) and various stakeholders to enhance the quality and accessibility of health services for pregnant women, newborns, and children. The role requires a strong understanding of health programs in Haiti and the ability to collaborate effectively with community partners and health facilities.

Duties and Responsibilities:
The Technical Officer will be responsible for a wide range of duties, including but not limited to: developing, implementing, and overseeing community-based ANC, postnatal/postpartum care, iCCM, EPI, EmONC, and nutrition services as outlined in the annual EpiC work plans. Collaborating with sub-partners and the MSPP to design and monitor community MNCH and nutrition models. Providing technical assistance to health facilities and community organizations to support the delivery of high-quality MNCH and nutrition services. Ensuring adherence to quality standards and producing timely technical reports for FHI 360 and USAID. Contributing to program quality through quality assurance and improvement initiatives, and coordinating partner efforts in program implementation. Developing Scopes of Work (SOW) and managing activities for consultants and local institutions to ensure compliance with timeframes and budgets. The officer will also be expected to analyze data, prepare reports, and communicate findings effectively to stakeholders.

Required Qualifications:
Candidates must possess a strong understanding of health and development programs in Haiti, particularly in the public health sector. They should have experience working with health facilities and community partners to implement clinical and community MNCH and nutrition programs. The role requires excellent coaching, monitoring, and supervisory skills, as well as the ability to manage multiple tasks efficiently. Strong report writing, analytical, and communication skills are essential, along with proficiency in database management software and Microsoft Office Suite. Candidates should demonstrate cultural sensitivity and an understanding of the political and ethical issues surrounding public health in Haiti.

Educational Background:
A Bachelor’s degree or its international equivalent in public health, community outreach nursing, medical laboratory sciences, or a related field is required for this position. This educational background should provide a solid foundation for understanding the complexities of MNCH and nutrition services in the context of Haiti.

Experience:
Candidates should have at least 4 years of relevant work experience or an equivalent combination of education and experience that enables them to successfully perform the key responsibilities of the job. Relevant experience in MNCH and nutrition, including ANC, postnatal/postpartum care, iCCM, and nutrition, is essential. Experience supporting or implementing community MNCH and nutrition support models in Haiti is highly desirable, as is previous work with U.S. Government-supported programs or international NGOs.

Languages:
Fluency in French and Haitian Creole is mandatory for this position, as these languages are essential for effective communication with local communities and stakeholders. Advanced proficiency in English is preferred, as it may be necessary for reporting and collaboration with international partners.

Additional Notes:
This position is based in Cap-Haitien, Haiti, and may require travel within the northern region (North, North-East, North-West) and Artibonite. The role may involve long hours of computer work and the ability to lift/move up to 5 lbs.
