Job Overview:
The Technical Officer, Community MNCH/Nutrition position is a critical role within the EpiC project, which aims to achieve HIV epidemic control and improve maternal, newborn, and child health (MNCH) in Haiti. The officer will be responsible for providing technical support and oversight for community MNCH and nutrition activities in the Western region of Haiti, specifically in Port-au-Prince. This role involves ensuring the successful implementation of community-based interventions that are evidence-based and community-driven. The officer will work closely with the Ministry of Public Health and Population (MSPP) and various stakeholders to design, implement, and monitor programs that address the health needs of pregnant women, newborns, and children. The position requires a strong focus on quality assurance and the development of effective health service delivery models that align with national health protocols and guidelines.

Duties and Responsibilities:
The Technical Officer will be responsible for a wide range of duties including: developing, implementing, and overseeing community-based ANC, postnatal/postpartum care, integrated community case management (iCCM), emergency obstetric and newborn care (EmONC), and nutrition services. The officer will collaborate with sub-partners and the MSPP to design and monitor community MNCH and nutrition models, ensuring that they are effective and culturally appropriate. Additionally, the officer will provide technical assistance to health facilities and community organizations, support the production of technical reports, and contribute to the achievement of project targets. The role also involves coordinating partner efforts, ensuring compliance with quality standards, and developing scopes of work and memorandums of understanding for consultants and local institutions.

Required Qualifications:
Candidates must possess a strong understanding of health and development programs in Haiti, particularly in relation to the public health sector and national health information management systems. The ideal candidate should have experience working with health facilities and community partners to implement MNCH and nutrition programs. Skills in coaching, monitoring, and supervising staff are essential, along with strong report writing and analytical abilities. The candidate should demonstrate cultural sensitivity and an understanding of the political and ethical issues surrounding public health in Haiti. Proficiency in database management software and Microsoft Office Suite is required, along with the ability to communicate effectively in both French and Haitian Creole, with advanced English preferred.

Educational Background:
A Bachelor’s degree or its international equivalent in public health, community outreach nursing, medical laboratory sciences, or other relevant disciplines is required for this position. This educational background should provide a solid foundation in health principles and practices, particularly in relation to maternal and child health.

Experience:
Candidates should have at least 4 years of relevant work experience or an equivalent combination of education and experience that demonstrates the ability to successfully perform the key responsibilities of the job. Relevant experience in MNCH and nutrition, including community-based support models, is essential. Previous experience working with U.S. Government-supported programs and in international NGO or government agency environments is highly desirable.

Languages:
Fluency in French and Haitian Creole is mandatory for this position, as effective communication with local communities and stakeholders is crucial. Advanced proficiency in English is preferred, as it may be necessary for reporting and collaboration with international partners.

This position is based in Port-au-Prince, Haiti, and may require travel within the western region of the country. The role is full-time and may involve long hours of work, including time spent on a computer.
