Job Overview: The Land Release Project Officer (LRPO) Technical Field Manager (TFM) plays a crucial role in providing technical guidance and support to national staff involved in Humanitarian Mine Action (HMA) activities. This position is essential for ensuring the effective implementation of HMA operations, which include explosive ordnance disposal (EOD), battle area clearance (BAC), and other related tasks. The LRPO TFM will be responsible for mentoring and advising Clearance Teams, ensuring that they are equipped with the necessary skills and knowledge to carry out their duties safely and effectively. The role requires a proactive and dedicated individual who can work closely with various stakeholders, including local communities, to foster acceptance and collaboration. The LRPO TFM will primarily be based in North-Western Syria but may need to travel to other operational areas, necessitating a strong commitment to community engagement and adaptability to different environments. This position is integral to HI's mission of addressing the ongoing humanitarian crisis in Syria, particularly in supporting the most vulnerable populations affected by conflict.
Duties and Responsibilities: The LRPO TFM will have several key responsibilities, including:
Operational Implementation: Contributing to project planning and execution in alignment with established frameworks, ensuring that resources are allocated appropriately and activities are implemented as planned. This includes regular reporting on project progress and identifying areas for improvement.
Project Monitoring and Evaluation: Engaging in project monitoring to assess activity progress and outcomes, participating in evaluations, and ensuring that recommendations are integrated into ongoing operations.
Data Management: Ensuring the implementation of effective data collection and management tools that comply with global standards, facilitating accurate reporting and analysis of project data.
External Communication: Representing HI in external networks and communicating project details to partners and stakeholders as necessary.
Emergency Preparedness and Response: Contributing to emergency preparedness initiatives and adapting work arrangements during crises to support effective humanitarian responses.
Required Qualifications: Candidates must possess IMAS EOD 3+ certification and an IEDD certification from an accredited training institution. A minimum of 5 years of experience in humanitarian access and management is required, along with a thorough understanding of land release policies. Candidates should demonstrate ethical values and possess a constructively critical mindset, essential for navigating the complexities of humanitarian operations.
Educational Background: A relevant educational background in fields such as humanitarian studies, international relations, or a related discipline is preferred. Advanced certifications or training in mine action or related areas will be advantageous.
Experience: The position requires at least 5 years of professional experience in humanitarian access and management, with a strong emphasis on technical expertise in Humanitarian Mine Action. Experience in project management and operational implementation in challenging environments is essential.
Languages: Fluency in English is mandatory, and proficiency in Arabic is highly desirable. Knowledge of additional languages may be considered an asset, enhancing communication with diverse stakeholders in the region.
Additional Notes: This position is offered as a 6-month international contract starting in February 202
The contract includes social coverage tailored to the mission context, such as unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. Additional benefits include a per diem of 525 € net/month (paid in USD), a hardship allowance of 250 € net/month, 25 days of paid leave per year, and rest and recuperation (R&R) days according to the mission level. The position is unaccompanied, and housing will be provided collectively by HI. For residents of the country, a local compensation package will be offered.
