Job Overview:
The Senior Public Sector Specialist position is a pivotal role within the Public Sector Management and Governance Sector Office at ADB. This role is designed for an experienced professional who will lead the formulation and articulation of public sector policies and strategies, engage with Developing Member Country (DMC) governments in policy dialogue, and oversee ADB's activities supporting sector policy and reforms. The specialist will be responsible for identifying, developing, processing, implementing, and administering loans, grants, and technical assistance projects. This position requires a strategic thinker who can provide oversight and guidance to project teams, ensuring effective implementation and development impact. The specialist will also be involved in mentoring colleagues and adapting to the cultural and business norms of diverse clients, contributing to the overall strategic and operational development of the PSMG sector.

Duties and Responsibilities:
The Senior Public Sector Specialist will have a comprehensive set of responsibilities, including leading the strategic and operational development of the PSMG sector, covering all major aspects related to project identification, preparation, appraisal, and documentation on public sector management. This includes areas such as domestic resource mobilization, public expenditure management, social security" style="border-bottom: 1px dotted #007bff !important;">security reforms, and fiscal decentralization. The specialist will engage in dialogue with government officials to enhance public sector management and improve government capacity. They will also lead the development, processing, and administration of loan and technical assistance projects, supervise mission teams, and participate in interdepartmental working groups. Additionally, the specialist will review portfolio performance, promote project quality, and contribute to advocacy and knowledge building around public sector management issues. The role requires effective handling of project closures and consultations with governments on results and lessons learned.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in Economics, Finance, Public Policy, or related fields. Alternatively, a university degree in these areas combined with at least 5 years of specialized experience relevant to the position may be considered. A minimum of 10 years of relevant professional experience in public management, governance, or institutional development is required, along with international experience working in multiple countries. Candidates should have broad experience in project preparation and policy analysis, including knowledge of procurement and consultant recruitment. Demonstrated leadership skills and experience in managing teams and projects are essential, as well as significant expertise in specific areas of ADB's operations or breadth across multiple areas. Excellent written and verbal communication skills in English are mandatory, and two years of relevant experience outside ADB within the past five years is required.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields such as Economics, Finance, or Public Policy. Candidates with a university degree in these areas and substantial specialized experience may also be considered. The emphasis is on advanced education that equips candidates with the necessary analytical and strategic skills to navigate complex public sector challenges.

Experience:
The position requires at least 10 years of relevant professional experience in public management, governance, or institutional development. Candidates should have international experience working in various countries, demonstrating adaptability and a broad understanding of different governance contexts. Experience in leading teams and managing projects is crucial, as well as a proven track record in policy dialogue and project implementation.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills. While English is the primary language of communication within ADB, knowledge of additional languages may be considered an asset, particularly those relevant to the Asia-Pacific region.

Additional Notes:
This is a fixed-term appointment with the option to renew, initially for a period of up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), aimed at enhancing in-house expertise. Successful candidates may occasionally undertake short-term assignments in other departments or offices.
