Job Overview:
The Procurement Officer is responsible for the day-to-day implementation of the logistics function, specifically focusing on procurement activities. This role involves adhering to NRC policies, guidelines, and donor requirements while assisting in the execution of the procurement portfolio according to the established Plan of Action. The Procurement Officer will prepare and develop status reports as required by the Procurement Coordinator and Manager, ensuring proper filing of all procurement documents. The position emphasizes transparency, cost-efficiency, and anti-corruption in all procurement processes, aligning with NRC Logistics Handbook and Ukrainian Procurement Standards. The officer will also be involved in preparing procurement documents, conducting market surveys, and supporting program and support staff in generating purchase requisitions (PRs).

Duties and Responsibilities:
The Procurement Officer's duties include ensuring that all procurements comply with NRC logistics policies, Ukrainian procurement policies, and donor regulations. Responsibilities involve preparing requests for quotations, sourcing bids, and ensuring accuracy in payment requests with complete supporting documents. The officer will consult with program and support staff to generate PRs, participate in project startup planning, and maintain proper files for procurement documents. The role requires checking and receiving purchase requisitions, initiating procurement processes, preparing and sending out RFQs, and issuing purchase orders. The officer will follow up with suppliers, organize material deliveries, and assist in conducting market surveys to identify reliable suppliers. Additionally, the Procurement Officer will update the procurement tracker, conduct vetting according to NRC standards, and ensure proper archiving of procurement files. Other tasks may be assigned by the supervisor as needed.

Required Qualifications:
The position requires a bachelor's degree in a relevant field and experience working as a procurement officer in a humanitarian or recovery context. Candidates should have documented results related to the responsibilities of the position and possess knowledge of English, both written and verbal. Proficiency in office 365 and online platforms, as well as solid knowledge of Microsoft Office products (Excel, Word, PowerPoint, and Outlook), is essential. Good document management skills are also required, along with a working knowledge of both Ukrainian and Russian languages, written and verbal.

Educational Background:
Candidates must hold a bachelor's degree in a relevant field, which provides the foundational knowledge necessary for effective procurement practices in a humanitarian context. This educational background is crucial for understanding the complexities of procurement processes and regulations.

Experience:
The ideal candidate should have experience working as a procurement officer in complex and volatile contexts, particularly within humanitarian or recovery settings.
