Job Overview:
The National Consultant-Junior Engineer position is part of the ERRD-CHT project, which aims to enhance resilience and development in the Chittagong Hill Tracts of Bangladesh. The role involves providing technical support and engineering expertise to ensure the successful implementation of project activities. The consultant will work closely with local communities, government agencies, and other stakeholders to assess needs, design interventions, and monitor progress. The position requires a commitment to sustainable development practices and the ability to work in challenging environments. The consultant will be expected to contribute to project planning, execution, and reporting, ensuring that all activities align with UNDP's strategic objectives and adhere to quality standards.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant-Junior Engineer include but are not limited to: conducting site assessments and feasibility studies; preparing technical designs and specifications for engineering works; collaborating with local authorities and community members to identify project needs; providing guidance on construction practices and materials; monitoring project implementation and ensuring compliance with safety and environmental regulations; preparing progress reports and documentation for project stakeholders; participating in project meetings and workshops; and contributing to capacity-building efforts for local engineers and technicians. The consultant will also be responsible for ensuring that all engineering activities are aligned with UNDP's policies and procedures, and will need to adapt to changing project requirements as necessary.

Required Qualifications:
Candidates must possess a strong background in civil engineering or a related field, with a focus on sustainable development practices. Proficiency in engineering design software and tools is essential. The ideal candidate should have excellent analytical and problem-solving skills, as well as the ability to work collaboratively in a team environment. Strong communication skills, both written and verbal, are required to effectively engage with diverse stakeholders. Familiarity with UNDP's operational procedures and project management methodologies will be considered an asset. Candidates should demonstrate a commitment to ethical practices and the principles of the United Nations.

Educational Background:
A bachelor's degree in civil engineering, environmental engineering, or a related field is required. A master's degree or additional certifications in project management or sustainable development will be an advantage. Candidates should have a solid understanding of engineering principles and practices, particularly in the context of development projects in rural or underserved areas.

Experience:
Candidates should have at least 2-3 years of relevant work experience in civil engineering or project implementation, preferably in the context of international development. Experience working with UN agencies or other international organizations is highly desirable. Familiarity with the socio-economic and environmental challenges faced by communities in the Chittagong Hill Tracts will be beneficial. The ability to demonstrate previous successful project outcomes and contributions to engineering solutions in similar contexts will strengthen the application.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in English. Proficiency in Bengali or local dialects spoken in the Chittagong Hill Tracts is highly desirable, as it will facilitate better engagement with local communities and stakeholders. Knowledge of additional languages may be considered an asset, depending on the project requirements.

  • This is a full-time consultancy role, and candidates are expected to be available for the entire duration of the assignment. The consultant will be required to work in the field, which may involve travel to remote areas. Compensation will be commensurate with experience and qualifications, and benefits may include allowances for travel and accommodation as per UNDP policies.
