Job Overview:
The National Consultant for the midterm review of the Activating Village Courts in Bangladesh Phase III project is expected to conduct a comprehensive evaluation of the project's progress and effectiveness. This role involves assessing the implementation of the project, identifying challenges, and providing recommendations for improvement. The consultant will work closely with UNDP and local stakeholders to gather data, analyze findings, and prepare a detailed report. The assignment is expected to span 40 working days over a period of 5 months, requiring the consultant to engage with various community members, government officials, and project beneficiaries to ensure a thorough review process. The consultant will also be responsible for ensuring that the review aligns with UNDP's standards and methodologies for project evaluations.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include: conducting a detailed midterm review of the AVCB project, collecting and analyzing qualitative and quantitative data, engaging with stakeholders to gather insights and feedback, preparing a comprehensive report that outlines findings, challenges, and recommendations, presenting the findings to UNDP and relevant stakeholders, ensuring adherence to UNDP's evaluation guidelines and standards, and facilitating discussions with project teams to enhance understanding of the project's impact. The consultant may also be required to participate in meetings and workshops to discuss the review process and findings.

Required Qualifications:
The position requires a strong background in project evaluation, particularly in the context of development projects. Candidates should possess excellent analytical skills, with the ability to interpret data and draw meaningful conclusions. Strong communication skills are essential for engaging with stakeholders and presenting findings. Familiarity with UNDP's evaluation frameworks and methodologies is highly desirable. Additionally, candidates should demonstrate a commitment to ethical evaluation practices and possess the ability to work independently and collaboratively in a team environment.

Educational Background:
Candidates should hold at least a Master's degree in a relevant field such as social sciences, development studies, public administration, or a related discipline. A PhD or equivalent advanced degree is preferred. Educational qualifications should be complemented by relevant training in project evaluation and management.

Experience:
The ideal candidate should have a minimum of 5 years of professional experience in project evaluation, particularly in the context of international development. Experience working with UN agencies or similar organizations is an advantage. Candidates should have a proven track record of conducting evaluations and producing high-quality reports that inform decision-making processes.

Languages:
Fluency in English is mandatory, as the consultant will be required to prepare reports and communicate findings in English. Proficiency in Bengali or other local languages is considered an asset, as it will facilitate engagement with local stakeholders and enhance the quality of the review process.

Additional Notes:
The contract duration for this position is 40 working days over a period of 5 months, starting from the signing of the contract. This is a consultancy role, and the consultant will be expected to work independently while coordinating with UNDP and other stakeholders. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
