The Comprehensive Nuclear-Test-Ban Treaty (CTBT) bans nuclear explosions by everyone, everywhere: on the Earth's surface, in the atmosphere, underwater and underground. Since the Treaty is not yet in force, the organization is called the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). It was founded in 1996, has over 260 staff from over 70 countries, and is based in Vienna. The CTBTO’s main tasks are the promotion of the Treaty and the build-up of the verification regime so that it is operational when the Treaty enters into force.

Job Overview: The Field Information and Communications Systems Technician (G-5) position is situated within the Policy Planning and Operations Section of the On-Site Inspection Division (OSI) at the CTBTO. The role primarily involves assisting in the maintenance and development of OSI field information and communications systems, which include geospatial, PC, and mobile information management applications. The technician will ensure these systems are compatible with related systems at headquarters and will be responsible for reviewing and updating hardware and software requirements for OSI data flow and communications. The position requires collaboration with contractors on development work, maintenance of OSI databases, and participation in field tests and training courses. The technician will also contribute to the development of OSI policies and guidance documents, ensuring that the systems are effectively supporting the operational needs of the organization.
Duties and Responsibilities: The duties and responsibilities of the Field Information and Communications Systems Technician include:
Assisting in the maintenance and further development of OSI field information and communications systems, ensuring compatibility with headquarters systems.
Reviewing and updating requirements and specifications for hardware and software related to OSI data flow and communications.
Supporting the maintenance and integration of OSI databases and records, including cataloguing spatial information.
Coordinating with contractors on development work and compiling updates on schedules and budget status.
Providing support in the development of OSI policies, manuals, and standard operating procedures.
Maintaining the OSI asset management system and performing relevant warehouse activities.
Participating in OSI field information systems activities, including field tests and training courses.
Assisting in implementing follow-up actions from evaluations and reviews of activities. 1
Performing other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess at least five years of relevant working experience in information and communication technology, development, or programming, with some experience in an international environment. Essential qualifications include experience with desktop and browser-based geographical information systems, as well as familiarity with contracts and vendors in an international context. Candidates should also have excellent health and physical abilities to work in demanding field conditions, including the ability to carry and set up equipment. Strong problem-solving skills and the ability to work under pressure are also required.
Educational Background: The educational background required for this position includes completed secondary education. Additional qualifications in computer science, information and communication technology, software engineering, information science, geographical information systems, or a related field are highly desirable. Candidates with further education or certifications in these areas will be viewed favorably.
Experience: The position requires a minimum of five years of relevant work experience, particularly in the fields of information and communication technology, development, or programming. Experience in an international environment is crucial, as is familiarity with geographical information systems. Candidates should have a proven track record of working with contracts and vendors, and experience in field deployments is considered an asset. The role demands excellent physical health and the ability to work under challenging conditions.
Languages: Excellent written and oral communication skills in English are essential for this position. Knowledge of other official CTBTO languages, such as Arabic, Chinese, French, Russian, or Spanish, is desirable and will enhance a candidate's application.
