The Comprehensive Nuclear-Test-Ban Treaty (CTBT) bans nuclear explosions by everyone, everywhere: on the Earth's surface, in the atmosphere, underwater and underground. Since the Treaty is not yet in force, the organization is called the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). It was founded in 1996, has over 260 staff from over 70 countries, and is based in Vienna. The CTBTO’s main tasks are the promotion of the Treaty and the build-up of the verification regime so that it is operational when the Treaty enters into force.

Job Overview: The Exercise Support and Training Officer will play a crucial role in the Policy Planning and Operations Section of the On-Site Inspection Division (OSI). This position involves contributing to the preparation, implementation, and review of the Integrated Field Exercise (IFE), which is essential for ensuring the effectiveness of the CTBTO's verification regime. The officer will support the Headquarters Operations Support Centre (OSC) in various operational tasks, including document updates, hardware and software preparations, and staffing arrangements. The role requires the preparation of planning and implementation documents for the IFE, ensuring that all logistical aspects for participants are managed efficiently. The officer will also coordinate training requirements for IFE participants, ensuring that all necessary information is maintained in compliance with data protection standards. This position demands strong communication skills, as the officer will serve as the primary contact for external participants and will be involved in delivering briefings to senior management and responding to inquiries from States Signatories. The officer will also be responsible for compiling and analyzing data related to the OSI exercise program for reporting purposes, contributing to the overall effectiveness of the CTBTO's verification efforts.
Duties and Responsibilities: The Exercise Support and Training Officer will have a comprehensive set of responsibilities, including:
Contributing to the preparation, implementation, and review of the OSI Integrated Field Exercise (IFE).
Supporting the Headquarters Operations Support Centre (OSC) in various preparations, including document updates, hardware and software arrangements, and staffing.
Preparing planning and implementation documents for the IFE, including scenario-related materials and practical arrangements.
Providing support to Policy Planning and Operations Section activities related to IFE participant training, including defining pre-exercise training requirements and coordinating training schedules.
Ensuring participant information is accurately maintained in the Provisional Technical Secretariat’s (PTS) systems in line with data protection requirements.
Coordinating and overseeing all logistical aspects for participants attending the IFE, including managing attendance processes in compliance with organizational policies.
Serving as the primary focal point for external participants, ensuring effective communication and timely responses.
Participating in the IFE as a member of the Exercise Management team, delivering injects to exercise participants, and providing briefings to senior management.
Contributing to follow-up and review activities after the exercise concludes, compiling and analyzing data for reporting purposes, and assessing the effectiveness of the exercise program. 1
Performing other duties as assigned by the Chief of the Policy Planning and Operations Section.
Required Qualifications: Candidates must possess a university degree in international relations, public or business administration, education, training and development, or a field related to CTBT verification technologies or similar technical disciplines. Additionally, candidates should have at least five years of relevant working experience at the national and/or international level, particularly in organizing and implementing large-scale activities, field operations, or training courses. Experience in project management and evaluation, as well as knowledge of data entry and protection of personal data, is essential. Candidates should demonstrate flexibility, the ability to work under pressure, and the capacity to work harmoniously in a multi-cultural environment. Prior experience in international organizations or government bodies, along with presenting at scientific and technical forums, is desirable.
Educational Background: The educational background required for this position includes a university degree in fields such as international relations, public administration, business administration, education, training and development, or any discipline related to CTBT verification technologies. This educational foundation is crucial for understanding the complexities of the CTBT and the verification processes involved.
Experience: Candidates are expected to have a minimum of five years of relevant work experience, which should include roles that involve organization and implementation of large-scale activities, field operations, or training courses. Experience in project management and evaluation is also necessary, along with a proven ability to work effectively in high-pressure environments and multi-cultural settings. Prior relevant experience in international organizations or national government bodies is highly valued, particularly if it includes presenting at scientific and technical forums.
Languages: Excellent written and oral communication skills in English are mandatory for this position. Knowledge of other official CTBTO languages, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and would enhance a candidate's profile.
Additional Notes: This position is a Short Term Appointment, initially made under a contract for a period not to exceed 364 days, subject to the successful completion of a probation period. The CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
