Job Overview: The Project Manager for Climate Change and Human Mobility will play a crucial role in managing the Philippines’ component of a significant project that aligns with government priorities and donor requirements. This position involves direct supervision by the Head of Programmes in the Philippines and requires close coordination with various stakeholders, including the National Emergency and Preparedness Officer and the Migration ManagementProgramme Manager. The successful candidate will be responsible for overseeing the operational, administrative, and financial aspects of the project, ensuring compliance with IOM policies and donor requirements. The role also includes contributing to the development and implementation of data and research initiatives related to climate change and human mobility, providing technical support, and maintaining partnerships with various organizations. The Project Manager will be expected to prepare and disseminate project reports, coordinate with donors and stakeholders, and support the development of strategic partnerships. Additionally, the role involves capacity building activities, preparation of strategic documents, and regular briefings to senior management on relevant developments.
Duties and Responsibilities: The duties and responsibilities of the Project Manager include:
Managing the operational, administrative, and financial aspects of the project in accordance with IOM policies and donor requirements.
Participating in the development and implementation of work plans, budget plans, and Monitoring & Evaluation tools.
Contributing to data and research initiatives on climate change and human mobility.
Providing technical support and maintaining liaisons for partnership development.
Coordinating the preparation and dissemination of project reports.
Liaising with donors, partners, UN agencies, local authorities, and government counterparts.
Supporting the development of strategic partnerships and participating in relevant conferences and workshops.
Providing technical support to government agencies in strengthening policy and programming.
Contributing to the design and development of new projects. 1
Organizing and delivering capacity building activities. 1
Preparing strategic documents and providing briefings to senior management. 1
Required Qualifications: The position requires a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Environment and Natural Resources, Human Rights, Law, or related fields from an accredited academic institution, along with two years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields is acceptable. Candidates should have experience in liaising with governmental authorities and working with vulnerable groups, as well as prior work experience with international humanitarian organizations or NGOs in a multicultural setting. In-depth knowledge of climate change, human mobility, disaster preparedness, and response in the Philippines is essential, along with familiarity with Disaster Risk Reduction and Climate Change Adaptation Frameworks and UN programming.
Educational Background: Candidates must possess a Bachelor’s degree or a Master’s degree in relevant fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Environment and Natural Resources, Human Rights, or Law. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database.
Experience: Candidates should have at least two years of relevant professional experience, particularly in liaising with governmental authorities and working with migrants, refugees, and other vulnerable groups. Experience with international humanitarian organizations or NGOs in a multicultural environment is advantageous. The role requires a strong understanding of climate change and human mobility issues, as well as experience in project management and coordination.
Languages: Fluency in English and Filipino is required for this position, both oral and written. Proficiency in additional languages such as French or Spanish is considered an asset, as IOM's official languages include these. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for 24 months. National Professional Officers must be nationals of the country of employment and perform work at a professional level. The appointment is contingent upon medical fitness certification and verification of residency and visa requirements.
