Job Overview:
The Procurement and logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer will play a crucial role in the daily implementation of procurement and logistics activities at the Manila Country Office, particularly in relation to emergency response operations. This position requires a proactive approach to managing procurement requisitions, ensuring compliance with organizational policies, and facilitating the procurement process from tender preparation to supplier coordination. The successful candidate will be expected to assist in complex purchases, maintain accurate records, and provide technical guidance to staff on procurement procedures. The role also involves monitoring the delivery of goods and services, managing vendor relationships, and conducting market surveys to identify potential suppliers. The officer will be responsible for ensuring that all procurement activities align with IOM's standards and contribute to the organization's mission of supporting migrants and communities in need.

Duties and Responsibilities:
  • Receive and consolidate procurement requisition forms, ensuring they are complete and comply with the Purchase Authorization Matrix.
  • Assist supervisors in complex, higher-value purchases and prepare necessary tender documents.
  • Solicit bids and quotations, prepare bid analysis summaries, and participate in the evaluation process.
  • Confirm terms of agreement with selected suppliers and prepare relevant documentation such as purchase orders and contracts.
  • Monitor the status of open requisitions and follow up on timely delivery of goods and services.
  • Review vendor invoices, prepare payment requests, and coordinate with Finance for timely payments.
  • Maintain physical and electronic records of procurement documentation in accordance with IOM procedures.
  • Conduct market surveys to identify potential new suppliers and evaluate them based on quality and pricing.
  • Track contractual agreements and monitor office supplies, preparing requisitions as needed. 1
  • Provide training and guidance to junior Supply Chain Management staff, supporting their professional development. 1
  • Perform supply chain tasks related to property and asset management, warehousing, and transportation. 1
  • Coordinate fleet operations, including vehicle scheduling and maintenance. 1
  • Perform other duties as assigned by supervisors.

Required Qualifications:
  • University degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution.
  • Three years of relevant professional experience, or a high school diploma with five years of relevant experience.
  • Certification in Procurement, Logistics, or Supply Chain Management is an advantage.
  • High level of computer literacy and ability to prepare clear and concise reports.
  • Excellent communication and negotiation skills, with the ability to work effectively with national and international institutions.

Educational Background:
Candidates must possess a university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management from an accredited academic institution. Alternatively, a high school diploma with extensive relevant experience is acceptable. Accreditation of universities must be verified through the UNESCO World Higher Education Database.

Experience:
Candidates should have experience in procurement and logistics, particularly in working with vendors and service providers. Familiarity with asset management processes is essential. Experience with IOM or UN procurement and logistics rules and procedures is highly advantageous, as is experience working in an international organization.

Languages:
Fluency in English and Tagalog is required, both oral and written. Proficiency in additional languages such as French or Spanish is considered an asset, as IOM's official languages include these. Language proficiency will be evaluated during the selection process, which may include written and oral assessments.

This position is subject to local recruitment, and only candidates holding a valid residence and work permit for the Philippines will be considered.
