Job Overview:
The Social Norms Change Analyst will play a crucial role in implementing UNFPA's strategic approach to integrating gender-transformative and human rights-based approaches into its programming across the Philippines. This position focuses on generating and utilizing evidence to inform decision-makers and policies that promote sexual and reproductive health and rights (SRHR) while addressing discriminatory gender and social norms that hinder women's and girls' rights and access to essential services. The analyst will work closely with various stakeholders, including government agencies, civil society organizations, and UNFPA personnel, to advocate for multi-stakeholder partnerships aimed at developing, implementing, and evaluating gender-transformative interventions. The role requires a commitment to addressing issues such as gender-based violence (GBV), child, early, and forced marriages and unions (CEFMU), and adolescent pregnancy, ensuring that gender-transformative approaches are effectively integrated into policies and programs.

Duties and Responsibilities:
The Social Norms Change Analyst will be responsible for a variety of tasks, including:
  • Programme Management and Coordination: Supporting the planning, implementation, monitoring, and reporting of UNFPA Gender and Social Norms programs, ensuring alignment with national priorities and the UNFPA Country Programme.
  • Technical Support and Capacity Building: Providing technical and policy advisory support on gender equality and women's rights, coordinating evidence generation and synthesis to inform policies and programs.
  • Partnerships, Advocacy, and Resource Mobilization: Contributing to the development of partnerships and advocacy initiatives to promote gender-transformative policies and programs, capturing best practices and lessons learned.
  • Management Responsibilities: Maintaining communication and coordination with the UNFPA Country Office and field offices, supporting the activities of relevant communities of practice.

Required Qualifications:
Candidates should possess an advanced university degree in a relevant field such as sociology, anthropology, social sciences, women's studies, public health, or international development, with a focus on social and gender norms change. While no minimum experience is required, up to two years of relevant work experience in advocacy for gender and social norms change is desirable. Experience in providing technical support for gender-transformative approaches and working on GBV prevention and response is an advantage. Excellent interpersonal and communication skills are essential.

Educational Background:
An advanced university degree in a field relevant to UNFPA's mandate, such as sociology, anthropology, social sciences, women's studies, public health, public administration, international relations, or law, is required. The focus should be on social and gender norms change, ensuring that candidates have a strong theoretical foundation to support their work in this area.

Experience:
While no minimum experience is required, candidates with up to two years of relevant work experience in advocacy for gender and social norms change in legislation, public policies, and programs are preferred. Experience in providing technical support for gender-transformative approaches at the national or sub-national level is desirable, as is experience in working on GBV prevention and response in various settings. Prior experience in developing, implementing, and monitoring work plans is also advantageous.

Languages:
Fluency in English and Filipino is required for this position. A working knowledge of other UN languages would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to UNFPA's global mission.

Additional Notes:
This is a full-time, fixed-term position based in Manila, Philippines, with an initial duration of one year. The role is non-rotational, and the appointment may be renewed subject to satisfactory service. UNFPA offers a competitive remuneration package, including health insurance and other benefits.
