Job Overview: The position of Learning Management System and HR Ticketing System Administrator is crucial for the effective administration of IOM's Learning Management System (LMS) and the unit's HR ticketing system. The incumbent will be responsible for supporting the daily operations of these systems, ensuring that they function smoothly and efficiently. This role involves not only technical administration but also user support, promoting the use of the LMS among staff, and coordinating with various stakeholders to enhance the overall learning experience within the organization. The administrator will play a key role in identifying areas for improvement in workflows and will be expected to generate reports that inform internal planning and decision-making processes. The position requires a proactive approach to problem-solving and a commitment to enhancing the learning and development opportunities available to IOM staff globally.
Duties and Responsibilities:
Administer the Learning Management System (LMS) by publishing courses, testing system enhancements, and generating reports.
Promote the use of the LMS by assisting peers and stakeholders in navigating its functionalities.
Coordinate with LMS administrators to improve workflows and address challenges.
Monitor and support the unit's HR ticketing system, ensuring timely resolution of issues.
Generate reports on ticketing performance and trends.
Support the implementation of staff development and learning initiatives in line with IOM's strategic objectives.
Act as the primary contact for data generation and consolidation for reporting purposes.
Organize and facilitate meetings with internal stakeholders, preparing agendas and following up on actions.
Perform additional duties as assigned by supervisors.
Required Qualifications: Candidates must possess a Bachelor’s degree in Information and Communications Technology, Information Management, Mathematics and Statistics, Human Resources, Business Administration, or a related field from an accredited institution. Alternatively, a High School diploma with six years of relevant professional experience is acceptable. Certification in LMS, statistics, monitoring and evaluation, or data management/data visualization is advantageous. Additional diplomas or training certifications will also be considered beneficial.
Educational Background: The educational background required for this position includes a Bachelor’s degree in relevant fields such as Information and Communications Technology, Information Management, Mathematics and Statistics, Human Resources, or Business Administration. Candidates with a High School diploma must have extensive relevant experience to qualify. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is essential for degree holders. Certifications related to LMS and data management are considered an asset.
Experience: The ideal candidate should have at least 2 years of experience in supporting LMS administration, including data extraction and reporting. A minimum of 1 year of experience with a ticketing system is preferred. Relevant work experience should include contributions to the development and implementation of training programs, familiarity with the UN system, and prior experience in international organizations. Experience in HR, learning and development, and project coordination is also valuable, along with experience in training facilitation, both in-person and virtually.
Languages: Proficiency in English is mandatory, as it is the primary language of communication within the organization. Knowledge of additional languages may be considered an asset, particularly those relevant to the regions in which IOM operates, enhancing communication with diverse stakeholders.
Additional Notes: This position is subject to local recruitment, meaning only candidates with a valid residence and work permit for the Philippines will be considered. The appointment will be contingent upon medical fitness certification, verification of residency, and compliance with government regulations.
