Job Overview:
The position of Oficial de programas de Resiliencia y Cambio Climático at WFP is crucial for leading strategic activities related to programs and projects that enhance resilience and strengthen livelihoods for the most vulnerable populations affected by climate variability and change. The role involves overseeing a specialized team focused on various implemented projects, ensuring alignment with WFP policies and guidelines. The officer will work closely with the Resilience and Livelihoods Program Officer and will be responsible for supervising staff, consultants, and implementing partners. The primary objective is to design and develop policies and programs that effectively address food assistance needs while promoting resilience and adaptation to climate change in both rural and urban areas. This position requires a proactive approach to ensure that the programs meet the needs of the communities served and contribute to reducing food insecurity and malnutrition.

Duties and Responsibilities:
  • Contribute to the development of resilience and climate change adaptation plans and programs, ensuring alignment with broader national policies.
  • Support project management for specific resilience and climate change initiatives, ensuring a coordinated approach with broader programs that comply with WFP standards and procedures.
  • Lead the development of data collection and monitoring systems to maintain rigorous quality standards for resilience and climate change projects.
  • Conduct research and analysis on normative and operational issues to assist partners in developing policies, programs, and activities related to resilience and climate change adaptation.
  • Prepare timely and quality reports on programs and projects to facilitate informed decision-making and ensure consistency of information presented to donors and stakeholders.
  • Serve as a liaison with internal and external counterparts to ensure effective collaboration and oversight of ongoing projects.
  • Support the identification, development, and management of partnerships for collaborative work that enhances food security, nutrition, and climate change adaptation programs, including partnerships with government ministries and local authorities.
  • Provide guidance to staff, acting as a reference point and assisting them with analysis and consultations on resilience and climate change.
  • Other requirements as necessary.

Required Qualifications:
Minimum qualifications include an advanced university degree in Environmental Sciences, Biology, Social Sciences, Economics, or another relevant field related to international development assistance concerning climate change adaptation. Alternatively, a bachelor's degree with at least two additional years of relevant work experience is acceptable. Candidates must have a minimum of three years of postgraduate experience in planning, monitoring, implementing, and evaluating resilience and climate change adaptation programs or projects. Specific experience of at least two years in coordinating projects focused on resilience development, vulnerability reduction, and implementing climate change adaptation activities using food assistance, cash support, and capacity strengthening is required. Demonstrable experience in providing inputs and recommendations on policies and decisions related to resilience and climate change adaptation is also essential.

Educational Background:
Candidates must possess an advanced university degree in a relevant field such as Environmental Sciences, Biology, Social Sciences, or Economics. A bachelor's degree with additional relevant work experience may also be considered. The educational background should provide a solid foundation for understanding the complexities of climate change adaptation and resilience-building in vulnerable communities.

Experience:
The position requires a minimum of three years of postgraduate experience in relevant fields, particularly in planning, monitoring, implementing, and evaluating programs or projects focused on resilience and climate change adaptation. Candidates should have specific experience of at least two years in coordinating projects that emphasize resilience development and vulnerability reduction, as well as implementing climate change adaptation activities. Experience in engaging with policy development and providing recommendations on resilience and climate change adaptation is also necessary.

Languages:
Fluency in Spanish and English is mandatory, with a proficiency level of C in both languages. This is essential for effective communication within the organization and with external partners and stakeholders.

The contract duration is for one year, with the possibility of extension. The position is classified as Fixed Term (FT) at the NOA level.
