The OSCE Mission in Kosovo (OMiK) was established in 1999 and is the largest OSCE field operation. The mission focuses on promoting human rights, good governance, and safety for all individuals living in Kosovo. It operates through monitoring, expert advice, advocacy, and capacity-building work with institutions and communities. Job Overview:
The Financial Management Officer will work under the overall supervision of the Head of Administration and Finance (P5). The successful candidate will be responsible for identifying the financial requirements of the Mission and ensuring efficient financial services, including treasury, accounting, and budget operations. This role involves planning, developing, reviewing, and approving financial management concepts and internal control procedures. The officer will also review existing policies related to financial management and propose adaptations to meet the specific needs of the Mission. The position requires establishing mechanisms to measure cost-efficiency and reviewing the allocation of financial functions. The officer will guide and brief staff on financial management concepts and enforce the application of existing financial regulations. Additionally, the officer will analyze financial reports, provide leadership to the Financial Management Division, and ensure adherence to financial instructions and regulations throughout the budget cycle.

Duties and Responsibilities:
The duties and responsibilities of the Financial Management Officer include:
  • Identifying financial requirements and maintaining efficient financial services in cooperation with senior financial management.
  • Planning, developing, and reviewing financial management concepts and internal control procedures.
  • Proposing updates to existing financial policies to accommodate the operations at OMIK.
  • Guiding staff on financial management concepts and enforcing compliance with financial regulations.
  • Analyzing financial reports and taking corrective actions as necessary.
  • Leading and coordinating the work of the Financial Management Division, including budget formulation and implementation.
  • Advising senior management on budgetary implementation and monitoring.
  • Overseeing the introduction of electronic management information systems for financial management.

  • Maintaining records on precedents and providing rationale for decisions that may serve as precedents.

Required Qualifications:
Candidates must possess an advanced university degree in Business Administration, Finance, or related fields, or a first-level university degree supplemented by certification from a recognized professional accountancy institution. A minimum of seven years of progressively responsible professional experience at operational and senior management levels is required, with part of this experience in an international organization or mission environment. Candidates should have a thorough understanding of financial management principles and practices, excellent communication skills, and the ability to establish effective working relationships with diverse individuals. Gender awareness and sensitivity are also essential, along with the ability to integrate a gender perspective into tasks and activities.

Educational Background:
The educational background required for this position includes an advanced university degree in Business Administration, Finance, or related fields. Alternatively, a first-level university degree combined with certification from a recognized professional accountancy institution may be accepted. Candidates with a first-level university degree must also have two additional years of qualifying experience to meet the educational requirements.

Experience:
Candidates should have a minimum of seven years of progressively responsible professional experience, including operational and senior management roles. Experience in an international organization or mission environment is preferred, demonstrating the ability to manage complex financial operations and provide leadership in financial management.

Languages:
Excellent oral and written communication skills in English are mandatory, with good drafting skills. Knowledge of another OSCE language would be considered an asset. Candidates should also demonstrate the ability to work effectively in a multicultural team environment.

Additional Notes:
This position is a full-time, fixed-term contract with a maximum service period of seven years. The monthly remuneration is approximately US$ 6,300.166, plus a Board and Lodging Allowance of EUR 113 per day. Social benefits include participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments in exceptional cases.
