Job Overview:
The Rollout Support Consultant will be stationed in the Division of Data, Analytics, Planning and Monitoring (DAPM), specifically within the Risk Management in Programming and Safeguarding (RMPS) Unit, as part of the Programme Effectiveness Team (PET). This role is crucial for supporting the operationalization of UNICEF's regulatory framework concerning risk management and safeguarding. The consultant will be responsible for ensuring that the workflows and processes are effectively aligned with the Complaints and Feedback Management (CFM) Procedure, facilitating the adoption of the Community-driven Accountability Response Eco-system (UNICARE) across UNICEF offices. The consultant will engage in business analysis, process design, and quality assurance, ensuring that the implementation of UNICARE enhances program effectiveness and accountability. The consultant will also develop a global rollout roadmap, provide hands-on support during the rollout phases, and create user guidance materials to facilitate the adoption of UNICARE.

Duties and Responsibilities:
The consultant's duties will include applying and operationalizing defined workflows and business processes during the UNICARE rollout, identifying gaps in workflows, gathering user needs, and translating them into actionable specifications for system development. The consultant will develop a global rollout roadmap, adapt existing deployment materials into a practical adoption toolbox, and provide hands-on support to country offices during the pilot and rollout phases. Additionally, the consultant will develop a data analysis framework for CFM data, ensuring alignment with UNICEF's standard dashboards, and support the development of user-friendly guidance materials. The consultant will also contribute to the development of WhatsApp and SMS feedback workflows and strengthen the CFM component of UNICEF's training modules.

Required Qualifications:
Candidates must possess a Master's degree in a relevant field such as Information Systems, Business Administration, International Development, or Social Sciences. They should have at least 5 years of progressively responsible experience in business process analysis, system adoption, or program systems management, preferably in international development or humanitarian contexts. Proven experience in supporting the rollout of Complaints and Feedback Management systems or similar accountability systems is essential. Candidates should have a strong background in business requirements gathering, workflow documentation, and familiarity with data analysis frameworks and dashboard development. Excellent stakeholder engagement and coordination skills, along with strong analytical and problem-solving abilities, are also required.

Educational Background:
A Master's degree in a relevant field such as Information Systems, Business Administration, International Development, Social Sciences, or a related discipline is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to UNICEF's objectives in risk management and safeguarding.

Experience:
The position requires at least 5 years of progressively responsible experience in business process analysis, system adoption/rollout, or program systems management. This experience should preferably be in international development or humanitarian contexts, demonstrating the candidate's ability to navigate complex environments and contribute to effective program implementation.

Languages:
