Job Overview: This position is for an individual contractor under a Long-Term Agreement (LTA) to provide technical advisory services in the design, construction, agreements, and consensus-building between municipal administrations and key stakeholders for the development of Urban and Territorial Planning (POUT) in various municipalities. The contractor will be expected to engage with local communities, understand their needs, and facilitate the creation of urban plans that are inclusive and sustainable. The role requires a deep understanding of local governance, urban planning, and community engagement processes. The contractor will work closely with municipal authorities and other stakeholders to ensure that the urban plans reflect the aspirations and needs of the communities involved. This position is crucial for fostering collaboration and ensuring that urban development is aligned with the principles of sustainability and inclusivity.
Duties and Responsibilities: The duties and responsibilities for this position include:
Providing expert advice on urban and territorial planning processes to municipal administrations.
Facilitating workshops and meetings with stakeholders to gather input and build consensus on urban planning initiatives.
Developing comprehensive urban and territorial plans that incorporate community feedback and adhere to best practices in urban development.
Collaborating with local governments, NGOs, and community organizations to ensure effective implementation of urban plans.
Conducting assessments of existing urban conditions and identifying areas for improvement.
Preparing reports and documentation that outline the planning process, stakeholder engagement, and final recommendations.
Ensuring that all planning activities comply with relevant laws, regulations, and policies.
Monitoring and evaluating the impact of implemented urban plans and making necessary adjustments based on feedback and outcomes.

Educational Background: The educational background required for this position includes:
A minimum of a Bachelor's degree in Urban Planning, Environmental Science, Social Sciences, or a related field.
A Master's degree in a relevant discipline is preferred and may be considered an asset.
Additional certifications or training in community engagement, project management, or urban development will be advantageous.
Experience: The level of experience needed for this position includes:
A minimum of 5 years of professional experience in urban planning, community development, or a related field.
Demonstrated experience in working with municipal governments and community stakeholders.
Previous experience in developing urban plans or similar projects is highly desirable.
Experience in working with international organizations or NGOs is a plus.
Languages: The mandatory language requirement for this position is proficiency in Spanish, as it is the primary language used in Paraguay. Knowledge of English is also desirable, as it may be necessary for communication with international stakeholders and for accessing relevant resources and documentation. Additional languages spoken in the region may be considered an asset, particularly indigenous languages relevant to the communities involved.
Additional Notes: This position is offered under a Long-Term Agreement (LTA) for a maximum period of up to 2 years. It is a full-time role that requires the contractor to be available for the duration of the assignment. The position may involve travel within Paraguay to various municipalities as part of the planning and engagement process.
