Job Overview: In the role of Human Resources & AdministrationTeam Leader, you will be responsible for overseeing all HR and administrative functions within the Mykolaiv area office. This position requires a proactive and detail-oriented individual who can ensure that DRC’s internal procedures align with Ukrainian labor legislation. You will collaborate closely with the Country HR and Support Services teams to provide high-quality support to staff and programs. Your leadership will be crucial in fostering a positive work environment and ensuring that HR practices are fair, consistent, and compliant with legal standards. This role encompasses a wide range of responsibilities, from recruitment and employee lifecycle management to administrative oversight and team management, making it essential for the successful operation of the office.
Duties and Responsibilities: As the Human Resources & Administration Team Leader, your duties will include advising and supporting employees and managers on HR-related matters, leading recruitment efforts for the area office, and managing the employee lifecycle processes such as hiring, transfers, extensions, and terminations. You will maintain accurate personnel files and HR documentation, act as the HR user in DRC Dynamics for contract management, and oversee medical insurance coordination and performance appraisal processes. In terms of administration, you will ensure the smooth operation of offices and guesthouses, supervise the admin team, maintain filing systems, and coordinate necessary permits and licenses for DRC operations. Additionally, you will manage and develop HR & Admin staff, ensuring clarity of objectives and providing on-the-job training to promote a collaborative work environment.
Required Qualifications: To qualify for this position, candidates must possess a solid understanding of Ukrainian labor legislation and HR best practices. Strong organizational and communication skills are essential, along with the ability to lead and motivate a team effectively. Proficiency in MS Office and HR systems is required, as well as fluency in Ukrainian and a good command of English. Desirable qualifications include previous experience working with international NGOs, UN agencies, or donor-funded projects, as well as experience with ERP systems.
Educational Background: Candidates should have a relevant educational background that supports their understanding of human resources and administration. This may include degrees in Human Resource Management, Business Administration, or related fields, which provide the foundational knowledge necessary for effective HR practices and administrative oversight.
Experience: The position requires at least 3 years of experience in HR or administration, ideally within international non-governmental organizations (INGOs) or large organizations. This experience should demonstrate a strong capability in managing HR functions and administrative processes, as well as an understanding of the unique challenges faced in humanitarian contexts.
Languages: Fluency in Ukrainian is mandatory, and a good command of English is also required for effective communication within the organization and with external stakeholders. Additional language skills may be considered an asset, particularly if they relate to the communities served by DRC.
Additional Notes: The contract for this position is for one year, which includes a 3-month probation period. The position is classified under Band G - management, and the designated duty station is Mykolaiv. The anticipated start date for this role is between December 2025 and January 202
