Job Posting Organization:
The Programme Management Officer position is located within the Office of Financial Risk Management Service (FRMS), which is part of the Finance Division (FD) under the Office of Programme Planning, Finances and Budget (OPPFB) within the Department of Management Strategy, Policy and Compliance (DMSPC) of the United Nations. The FRMS aims to effectively manage financial assets, including cash, investments, and foreign exchange, while ensuring the organization can achieve its objectives in alignment with its strategic plan. The organization emphasizes efficient administration of health and life insurance and works closely with financial intermediaries to maintain financial flexibility.

Job Overview:
The Programme Management Officer will play a crucial role in developing, implementing, and evaluating projects related to cost recovery methodologies and data collection. This position requires monitoring and analyzing the development and implementation of programs/projects, reviewing relevant documents, and identifying issues that need to be addressed. The officer will also perform consulting assignments, facilitating workshops, and assisting clients in developing action plans for managing changes. The role involves extensive research, data analysis, and the creation of reports on cost recovery master data and service delivery catalogues. Additionally, the officer will coordinate policy development, prepare written outputs, and provide substantive support for meetings and conferences related to risk management and cost recovery. The position also includes outreach activities, training workshops, and the preparation of funding-related documents and reports, all aimed at enabling data-driven decision-making and effective planning.

Duties and Responsibilities:
The Programme Management Officer will be responsible for a variety of tasks, including:
  • Developing, implementing, and evaluating projects related to cost recovery and data collection.
  • Monitoring and analyzing program/project development and implementation.
  • Reviewing relevant documents and reports to identify problems and initiate corrective actions.
  • Performing consulting assignments and facilitating workshops to assist clients in managing change.
  • Researching, analyzing, and presenting information from diverse sources.
  • Creating reports and performing data analysis on cost recovery master data.
  • Proposing improvements to existing systems and standard reports.
  • Coordinating policy development and preparing evaluations or research activities.
  • Organizing and preparing written outputs, including background papers and sections of reports. 1
  • Providing substantive backstopping to meetings and conferences. 1
  • Initiating and coordinating outreach activities and conducting training workshops. 1
  • Preparing documents and reports related to funding and program/project submissions. 1
  • Collecting and analyzing data to identify trends and provide insights through data visualization methods. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess a strong understanding of program and project management theories, particularly in cost recovery frameworks and data analytics. Knowledge of financial data collection and analysis techniques, as well as research methodologies, is essential. Familiarity with master data management concepts in ERP systems and service delivery frameworks is also required. Candidates should demonstrate the ability to identify and analyze issues, conduct independent research, and manage conflicting priorities effectively. Professionalism, efficiency, and a commitment to gender perspectives in all areas of work are crucial.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of seven years of progressively responsible experience in project or program management, administration, or a related area is required. Experience with cost recovery in an international organization is essential, along with familiarity with master data management in an ERP system. Additionally, two or more years of experience in data analytics or a related area is desirable.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, but proficiency in French is not mandatory for this role.

Additional Notes:
This position is temporarily available for 364 days and is financed by extra-budgetary funds. The appointment is subject to the availability of the post or funds, and the renewal of the position is contingent upon budgetary approval or extension of the mandate.
