Job Overview:
The Partnerships Officer will play a crucial role in facilitating the work of senior management to effectively position WFP with public, private, and external partners. This position is pivotal in attracting policy support, resources, technical assistance, and innovative solutions to advance WFP's mission, particularly in supporting member states in achieving the Sustainable Development Goals (SDGs) and the Zero Hunger initiative. The officer will work under the direct supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will maintain regular interactions with the Deputy Country Director, receiving overall functional guidance from the Partnerships Unit at the Regional Office. The role requires a proactive approach to developing and strengthening partnerships that align with WFP's strategic objectives, ensuring that the organization maximizes its resources and leverages policy and technical support effectively.

Duties and Responsibilities:
The key accountabilities for the Partnerships Officer include identifying, developing, and strengthening quality partnerships in support of WFP's strategic objectives. The officer will proactively contribute to a partnerships portfolio, which includes partner profiling and outreach activities aimed at maximizing resources and leveraging policy and technical support for WFP’s work. Responsibilities also include supporting partner visibility, ensuring partner conditions are met, and using data to present well-researched ideas to expand support from existing partners while scouting for new partners. The officer will gather and present internal and external data to support WFP's effective positioning with national governments and international institutions, influencing the policy agenda. Building and maintaining effective relationships with the Government, UN agencies, NGOs, and other partners is essential, as is participating in regular donor meetings. The officer will also coordinate and draft official communications between WFP and the Government of Timor-Leste, contributing to partnerships strategies and developing Partnership Action Plans. Additionally, the officer will support senior managers in preparing strategic agreements and joint strategies to promote the SDGs and Zero Hunger, while also contributing to preparedness actions and monitoring defined risks.

Required Qualifications:
Candidates must possess an advanced university degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications, or a related field. Alternatively, a first university degree with additional years of relevant work experience and/or training may be accepted. Fluency in English and the local language of the duty station is required, with a strong emphasis on communication skills and the ability to draft quality briefs and reports.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as Political Science, International Development, Development Economics, International Relations, Law, Marketing, or Communications. A first university degree may be acceptable if accompanied by significant relevant work experience and additional training or courses.

Experience:
The position requires a demonstrated level of experience in partnership development, resource mobilization, and stakeholder engagement. Candidates should have a proven track record of working in a similar role within humanitarian or development contexts, showcasing their ability to navigate complex environments and build effective relationships with diverse stakeholders.

Languages:
Fluency in English is mandatory, and proficiency in the local language of the duty station is also required. Additional languages may be considered an asset, enhancing the candidate's ability to engage with a broader range of partners and stakeholders.

Additional Notes:
This position is a fixed-term contract for a duration of 12 months, with the possibility of extension. The role is based in Dili, Timor-Leste, and is classified at the NO-A level.
