Job Overview:
The Regional coordinator" style="border-bottom: 1px dotted #007bff !important;">Health Coordinator will play a crucial role in managing health interventions across Lebanon, Syria, and the Occupied Palestinian Territories, where the healthcare systems are under severe strain due to ongoing conflicts and humanitarian crises. This position requires a deep understanding of the complex health needs in these regions, including the challenges posed by limited access to healthcare, the impact of economic collapse, and the presence of large refugee populations. The coordinator will work closely with local health authorities and national societies to ensure effective planning, implementation, monitoring, and evaluation of health programs. The role demands a high level of cultural sensitivity and adherence to humanitarian principles, as the coordinator will be navigating environments characterized by instability and vulnerability. The position also involves significant fieldwork, with approximately 70% of the time spent in the field to provide direct technical support and oversight of health interventions, ensuring quality care and safety for patients and healthcare staff.

Duties and Responsibilities:
The Regional Health Coordinator will be responsible for the following key duties:
  • Collaborate with the Lebanese Red Cross (LRC) to plan, implement, monitor, and evaluate health interventions in Lebanon, ensuring effective response to the public health needs.
  • Work with the Syrian Arab Red Crescent (SARC) to oversee health interventions in Syria, focusing on Infection Prevention and Control (IPC) measures to enhance healthcare delivery in conflict-affected areas.
  • Partner with the Palestinian Red Crescent Society (PRCS) to manage health interventions in the Occupied Palestinian Territories, addressing the unique challenges posed by the ongoing conflict and occupation.
  • Develop and implement a comprehensive health strategy that maximizes the impact and sustainability of health programs in collaboration with the three host national societies.
  • Provide technical guidance and programmatic follow-up to health teams in the field, ensuring adherence to best practices and institutional standards.
  • Engage with local health authorities, national partner societies, and donors to foster collaboration and secure necessary resources for health initiatives.
  • Conduct regular field missions to monitor program implementation, provide training, and support capacity building for health staff and volunteers.
  • Maintain strong communication with headquarters and other stakeholders to align health strategies with organizational goals and sectoral best practices.

Required Qualifications:
Candidates must possess the following qualifications:
  • A health professional background, such as a medical doctor or registered nurse, with a Master’s degree in public health.
  • A minimum of 4 years of experience in public health, primary health care, or emergency medical services (EMS) programs, particularly in resource-constrained settings.
  • Proven experience in providing technical capacity building to health staff and community health workers or volunteers.
  • Strong management skills, including the ability to manage remote teams effectively.
  • Excellent communication, analysis, and reporting skills, with the ability to work collaboratively in diverse cultural settings.
  • Diplomatic and representation skills to engage with various stakeholders, including local authorities and donors.
  • A proactive, solution-oriented mindset, with the ability to work autonomously and as part of a team.

Educational Background:
The ideal candidate should have a Master’s degree in public health or a related field, complemented by a professional qualification in health (medical doctor or registered nurse). This educational background is essential to understand the complexities of health systems and public health challenges in the regions of operation.

Experience:
The position requires a minimum of 4 years of relevant experience in public health, primary health care, or emergency medical services, particularly in challenging environments. Experience in the Middle East is considered a significant asset, as it provides valuable insights into the regional health landscape and the specific challenges faced by healthcare providers in these contexts. Candidates should also demonstrate experience in capacity building and training health staff, which is crucial for enhancing the effectiveness of health interventions.

Languages:
Fluency in English is mandatory, as it is the working language of the organization. Additionally, fluency in Arabic is highly desirable, given the regions of operation and the need for effective communication with local health authorities and communities. Proficiency in other languages may also be beneficial but is not required.

Additional Notes:
This position is classified as an expatriate role with a fixed-term contract under French law. The salary will be determined based on the classification of the position and the candidate's experience. The role involves regular field missions, with approximately 70% of the time spent in the field across Lebanon, Syria, and the Occupied Palestinian Territories. The candidate will receive a daily per diem that varies by country, and leave entitlements range from 10 to 15 days every six months. The organization covers 100% of airfare for home travel and provides comprehensive health coverage, including MedEvac/repatriation insurance and provident insurance for death and disability.
