The incumbent will be responsible for ensuring that these installations comply with environmental standards and contribute to the overall improvement of health facility systems. The officer will work closely with the Ministry of Health and other stakeholders to assess needs, provide technical support, and ensure that energy resources are utilized effectively and sustainably. This position is integral to the WHO's response plan in Ukraine, which aims to enhance the resilience of healthcare infrastructure in the face of ongoing challenges.
Duties and Responsibilities:
Assess and prioritize the technical support needed from healthcare facilities in collaboration with the Ministry of Health focal point for generator and heating unit dispatch and installation.
Provide technical support during the planning, installation, and maintenance of generators and heating units in selected locations.
Develop technical specifications and training programs focused on safety measures and proper maintenance in line with environmental standards for healthcare staff.
Design and implement a comprehensive planning and lifecycle monitoring system for generators and heating units from request to installation and maintenance.
Assist in the selection process of local service providers for installation and maintenance of generators and heating units.
Supervise contracted suppliers for the planning, installation, and maintenance of generators and heating units.
Develop standardized documentation and design packages for outsourcing engineering services, emphasizing sustainable energy use.
Define requirements for upgrading or repairing existing mechanical/electrical systems at healthcare facilities.
Collaborate with the biomedical team to assess the lifecycle and environmental impact of WHO activities related to donated devices. 1
Review mechanical designs for infrastructure projects to ensure accuracy and sustainability, proposing improvements as necessary. 1
Ensure compliance with WHO standards and national policies in all tasks, focusing on quality and risk management. 1
Support generator selection and installation supervision for WHO offices and warehouses. 1
Provide technical support for electrical installations in offices and warehouses, overseeing maintenance and repairs of electro-mechanical materials.
Required Qualifications: Essential qualifications include a university degree (Bachelor's or equivalent) in electrical engineering, mechanical engineering, or a related field. A Master's degree in the same fields is desirable. Candidates must have at least two years of relevant work experience in electrical or mechanical engineering, including experience in drafting electrical/mechanical systems drawings and technical specifications for engineering projects. Functional knowledge and skills required for this position include excellent technical evaluation skills, strong communication and presentation abilities, and proficiency in Microsoft Office applications. Candidates should demonstrate the ability to promote consensus and resolve issues proactively while adhering to ethical work practices.
Educational Background: Candidates must possess a university degree in electrical engineering, mechanical engineering, or a related field. A Master's degree is preferred, indicating advanced knowledge and expertise in the relevant disciplines. Educational qualifications must be obtained from accredited institutions recognized in the World Higher Education Database (WHED).
Experience: The position requires a minimum of two years of professional experience in electrical or mechanical engineering. Candidates should have practical experience in the installation and maintenance of electrical and mechanical systems, as well as experience in drafting technical specifications and cost estimates for engineering projects. Proven experience in working within resource-limited contexts and collaborating with multiple stakeholders is essential.
Languages: Expert knowledge of English and Ukrainian is mandatory for this position. Intermediate knowledge of another official WHO language is desirable, which may enhance communication and collaboration in a diverse work environment.
Additional Notes: This position is classified as a National Professional Officer role, meaning that only applications from nationals of Ukraine will be accepted. The remuneration for this position starts at an annual base salary of USD 38,776, subject to mandatory deductions for pension contributions and health insurance. The role includes 30 days of annual leave. The vacancy notice may be used to fill other similar positions at the same grade level.
