Job Overview:
The Technical Officer, Strategic Information (SI) will play a crucial role in the design, implementation, and supervision of Monitoring, Evaluation, and Learning (MEL) activities across various levels of organizational implementation. This position requires the application of advanced statistical and epidemiological methods to analyze large and complex datasets, ultimately aimed at enhancing program implementation and optimizing strategies through data-driven feedback. The officer will work closely with the Associate Director of Strategic Information to ensure that MEL activities align with the project implementation strategy and adhere to established standard operating procedures (SOPs) for public health interventions. The role also involves developing learning mechanisms to capture and disseminate best practices and insights from program monitoring, thereby contributing to the overall effectiveness of health initiatives.

Duties and Responsibilities:
The Technical Officer will be responsible for monitoring key performance indicators (KPIs) to ensure the quality of MEL activities. They will ensure the correct monitoring and implementation of organizational MEL plans and strategies, assist in the design and coordination of monitoring and evaluation activities at various governmental levels, and develop data collection tools to track health facility contributions towards project targets. The officer will conduct advanced data analysis, including statistical modeling and epidemiological trend analysis, to identify key program drivers and inform decision-making. They will also conduct data quality assessments, develop data visualization models, and provide support for strengthening health information systems. Additionally, the officer will be tasked with developing technical briefs and reports, strengthening stakeholder relationships, and participating in cross-functional initiatives to integrate strategic information perspectives into program development.

Required Qualifications:
Candidates must possess a Ph.D., MBBS, or MD with 1 to 3 years of relevant experience in public or clinical health, or an MSc/MA in Basic Medical Sciences, BioStatistics, Epidemiology, Data Science, Pharmacy, or a related field with 3 to 5 years of relevant experience. Alternatively, a BSc/BA in Basic Medical Sciences, Statistics, Epidemiology, Public Health, Mathematics, Pharmacy, or a similar degree with 5 to 7 years of relevant experience is acceptable. Experience in implementing monitoring and evaluation systems for Global Health Initiatives is essential, along with prior work experience in a non-governmental organization (NGO) and familiarity with Nigerian health systems. Candidates should demonstrate proficiency in statistical and epidemiological methods and possess knowledge of advanced statistical software and programming languages.

Educational Background:
The educational requirements for this position include a Ph.D., MBBS, or MD for candidates with 1 to 3 years of experience, or an MSc/MA in relevant fields for those with 3 to 5 years of experience. A BSc/BA in related disciplines is acceptable for candidates with 5 to 7 years of experience. The educational background should ideally include training in public health, epidemiology, biostatistics, or related fields that equip candidates with the necessary skills for data analysis and program evaluation.

Experience:
Candidates should have a minimum of 1 to 3 years of relevant experience for those with a Ph.D., MBBS, or MD, or 3 to 5 years for those with an MSc/MA, and 5 to 7 years for those with a BSc/BA. Experience should include working with monitoring and evaluation systems, particularly in the context of Global Health Initiatives, and familiarity with Nigerian health systems is highly desirable. Demonstrated experience in applying statistical and epidemiological methods to real-world public health data is essential.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak proficiently. Knowledge of additional languages may be beneficial but is not specified as a requirement for this position.
