Job Overview: The Resource Mobilization Consultant will be stationed in the Emergency Operations (EMOPS) section of UNICEF, focusing on developing a strategic funding approach for humanitarian actions. The consultant will work under the supervision of the Chief of RAPS/EMOPS and collaborate closely with various divisions to create a targeted funding strategy. This role involves identifying key workstreams for resource mobilization, mapping donor interests, and developing compelling business cases for donor engagement. The consultant will also be responsible for preparing donor proposals and ensuring alignment with UNICEF's corporate fundraising strategies. The position is critical for enhancing UNICEF's capacity to respond effectively to emergencies and crises, ensuring that adequate resources are mobilized to support children's needs during such times.
Duties and Responsibilities: The consultant's primary duties will include:
Conducting comprehensive donor mapping and intelligence reports to identify potential funding opportunities across various sectors, including public and private donors.
Developing 6-10 investment cases tailored to specific EMOPS workstreams, collaborating with section chiefs and other stakeholders to ensure alignment with organizational goals.
Preparing formal donor proposals based on identified opportunities, ensuring high-quality presentation and narrative formats.
Creating a standard business case template that can be adapted for multiple donors.
Ensuring strategic coherence with UNICEF's corporate fundraising strategies and donor engagement processes.
Delivering a Next Steps report that outlines a roadmap for future donor proposals and recommendations for the EMOPS funding strategy for 2026-2029.
Required Qualifications: Candidates must possess at least seven years of experience in resource mobilization and donor relationship management, specifically within the context of UNICEF. They should have a proven track record in developing funding strategies and business cases, as well as experience in donor proposal development at the country, regional, or headquarters levels. Strong facilitation skills for multi-stakeholder processes are essential. Fluency in English is required, and experience working with UNICEF's various divisions is preferred. Candidates who do not meet all preferred criteria may still be considered based on their alignment with core requirements.
Educational Background: An advanced university degree in risk financing, international development, social sciences, disaster management, or a related field is required. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted in lieu of the advanced degree. Candidates lacking an advanced degree must have at least two additional years of relevant professional experience to be considered.
Experience: The position requires a minimum of seven years of relevant experience in resource mobilization and donor relations, particularly within UNICEF or similar organizations. Candidates should demonstrate a strong understanding of funding strategies and the ability to engage effectively with various stakeholders to secure resources for humanitarian efforts.
Languages: Fluency in English is mandatory for this position. While English is the primary language of communication, knowledge of additional languages may be considered an asset, particularly if they align with UNICEF's operational regions.
Additional Notes: The consultancy is set to run from November 1, 2025, to February 28, 2026, and is primarily remote. Candidates must complete their profiles in UNICEF's e-Recruitment system and submit relevant academic credentials along with a financial proposal detailing costs associated with deliverables. UNICEF will cover any emergent travel expenses, and selected candidates must have valid health insurance coverage at the time of contract award. Payment will be contingent upon the satisfactory completion of deliverables.
