Job Overview:
The Admin/Finance Assistant plays a crucial role in delivering high-quality finance and administrative services to both internal and external clients. This position requires a client-oriented and results-focused approach, ensuring compliance with UNFPA rules, regulations, and policies. The Assistant will work closely with the operations and program staff in the Country Office and Provincial Offices, providing essential support and guidance for UNFPA-supported projects. Reporting directly to the Operations Manager, the Admin/Finance Assistant will be responsible for a variety of standard finance and administrative processes, contributing to the overall effectiveness of the Country Office's operations. The role emphasizes the importance of strong client service and results orientation, aligning with UNFPA's mission to improve reproductive health and rights globally.

Duties and Responsibilities:
The Admin/Finance Assistant will be responsible for a wide range of duties, including but not limited to:
  • Ensuring full compliance of financial processes and records with UN/UNFPA rules and regulations.
  • Providing input to business processes mapping and developing internal Standard Operating Procedures in Finance.
  • Preparing cost-recovery bills for services provided by UNFPA and following up on cost recovery.
  • Maintaining the internal expenditures control system to ensure accurate processing of vouchers and financial transactions.
  • Preparing various financial documents, including vouchers and General Ledger Journal Entries in Quantum.
  • Ensuring timely processing of travel claims and staff overtime payments.
  • Assisting with financial management and audits for Implementing Partners.
  • Maintaining Accounts Receivables for UNFPA projects and coordinating with the UNDP Country Office.
  • Providing administrative support, including managing travel arrangements and monitoring transport processes. 1
  • Conducting capacity-building sessions for staff and contributing to knowledge sharing within the organization.

Required Qualifications:
Candidates must possess a strong set of qualifications, including:
  • Completion of secondary level education is required.
  • Additional training or studies in business administration, public administration, finance, or specialized certification in accounting and finance is desirable.
  • At least 5 years of relevant finance experience at the national or international level is required.
  • Proficiency in using computers and office software packages, including MS Word and Excel, as well as knowledge of spreadsheet and database management systems.
  • Strong analytical and strategic thinking skills, with the ability to work effectively in teams and manage relationships.

Educational Background:
The educational background required for this position includes a minimum of secondary level education. Candidates with additional training or studies in business administration, public administration, finance, or specialized certification in accounting and finance will be preferred. This educational foundation is essential for understanding the financial processes and administrative functions necessary for the role.

Experience:
The position requires at least 5 years of relevant finance experience, which can be gained at either the national or international level. This experience should include a solid understanding of financial management practices, compliance with organizational policies, and the ability to work with various financial systems and software. Candidates should also demonstrate experience in handling web-based management systems and possess strong computer skills.

Languages:
Fluency in both English and Arabic is required for this position, as it is a national role that involves communication with local stakeholders and partners. Proficiency in additional languages may be considered an asset but is not mandatory.
