Job Description
Job Posting Organization:
The Office of Climate Change, Biodiversity and Environment (OCB) is a specialized unit within the Food and Agriculture Organization (FAO) of the United Nations. Established to address the pressing challenges of climate change, biodiversity loss, and environmental degradation, OCB plays a pivotal role in coordinating responses among countries and stakeholders. It serves as the focal point for major multilateral environmental agreements, including the United Nations Framework Convention on Climate Change (UNFCCC) and the Convention on Biological Diversity (CBD). OCB assists FAO member countries in tackling interlinked challenges related to security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and environmental sustainability, facilitating access to climate and environmental financing through mechanisms like the Global Environment Facility (GEF) and the Green Climate Fund (GCF). Job Overview:
The FAO-GEF Technical Officer position is crucial for the implementation and management of GEF-funded projects and programs in the Asia-Pacific region. The role involves providing high-quality thematic guidance and technical expertise to support project development and implementation. The Technical Officer will work closely with the OCB-GEF team and other FAO divisions to ensure that projects align with FAO's strategic priorities and GEF policies. This position requires a strong focus on the nexus between global environmental challenges and sustainable agriculture, emphasizing climate change resilience, biodiversity conservation, and effective land and water management. The Technical Officer will be responsible for conducting research, analyzing data, and producing technical reports that inform project strategies and outcomes. Additionally, the role includes collaborating with various stakeholders, promoting knowledge sharing, and supporting resource mobilization efforts to enhance the impact of FAO's initiatives in the region.

Duties and Responsibilities:
The duties and responsibilities of the FAO-GEF Technical Officer include: conducting comprehensive research and analysis on technical, social, economic, and environmental issues to support program delivery; producing a variety of technical documents, reports, and data analyses; providing technical support and backstopping for field projects; collaborating in the development of improved tools and systems for project management; participating in multidisciplinary teams and leading working groups; ensuring the quality and effectiveness of capacity development activities within member nations; promoting knowledge sharing at international meetings; supporting resource mobilization activities; serving as a Technical Officer for selected GEF programs and projects; formulating and implementing complex GEF programs; ensuring compliance with FAO policy standards; providing critical inputs for project management and evaluation; and identifying opportunities for synergies with other funding mechanisms.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in agriculture, forestry, fisheries, environmental science, natural resources management, or related biological sciences. A minimum of five years of relevant experience in vertical fund programming at the intersection of agrifood systems and environmental issues is required. Proficiency in English (level C) and intermediate knowledge of another FAO official language (Arabic, Chinese, French, Russian, or Spanish) is mandatory. Candidates should demonstrate strong analytical and conceptual skills, the ability to formulate project documents, and experience in preparing high-quality projects and programmatic approaches, particularly related to GEF initiatives.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in fields such as agriculture, forestry, fisheries, environmental science, natural resources management, or related biological sciences. This educational foundation is essential for understanding the complexities of climate change, biodiversity, and sustainable agriculture, which are central to the role of the FAO-GEF Technical Officer.

Experience:
Candidates should have a minimum of five years of relevant experience in programming related to vertical funds, particularly at the nexus of agrifood systems and environmental challenges. Experience in project development, results-based management, and monitoring and evaluation planning is crucial. Additionally, familiarity with GEF procedures and thematic areas such as biodiversity, climate change, and sustainable forest management is highly desirable. Experience working in multiple locations or field positions, particularly in the Asia-Pacific region, is considered a strong asset.

Languages:
Proficiency in English is mandatory, with a requirement for intermediate knowledge of another FAO official language (Arabic, Chinese, French, Russian, or Spanish). This linguistic capability is essential for effective communication and collaboration within the international context of FAO's work.
