Job Overview: The Warehouse Officer position is crucial for managing the logistics and supply chain operations within the WHO Country Office in Ukraine. This role involves overseeing inventory management, ensuring the timely reception and distribution of goods, and supervising warehouse staff. The Warehouse Officer will be responsible for maintaining accurate stock records, implementing best practices in supply management, and ensuring compliance with WHO standards. The position requires a proactive approach to problem-solving and the ability to work effectively in a fast-paced, multicultural environment. The Warehouse Officer will also play a key role in supporting emergency health operations, particularly in response to outbreaks and health emergencies, by ensuring that medical supplies are available and distributed efficiently.
Duties and Responsibilities:
Inventory Management: Monitor stock levels of medical and non-medical supplies, track monthly consumption, and manage expiry dates. Advise the line manager on stock thresholds to prevent shortages or surpluses. Implement FEFO and FIFO principles in stock management and conduct regular physical stock counts. Collaborate with the Supply Officer to prepare for the disposal of expired or damaged supplies.
Goods Reception and Distribution: Ensure accurate updates to the warehouse stock database upon receipt of goods. Record all necessary information related to stock movements and dispatch management. Monitor distribution planning and ensure compliance with WHO shipping documentation. Provide final approval for cargo shipments and keep the line manager informed of distribution progress.
Staff Management: Supervise warehouse staff, identify training needs, and organize training sessions. Conduct weekly meetings to align the team on priorities and assist in training counterparts in warehouse management best practices. Evaluate staff performance and provide feedback.
Reporting and Communication: Maintain accurate records and reporting for inventory management. Prepare timely stock reports and alert stock owners of pre-expiring supplies. Communicate any issues related to damage, loss, or theft in the warehouse to the line manager.
Required Qualifications: Essential qualifications include a first university degree in Supply Management, Logistics, Finance, Computer Science, Information Communication Technology, or a closely related field. Desirable qualifications include an advanced level university degree or professional certification in relevant fields from an accredited institution. Candidates should possess excellent organizational and managerial skills, the ability to multitask, and a strong understanding of supply management principles. Experience in managing diverse teams and working in a multicultural environment is also essential.
Educational Background: Candidates must have a first university degree in a relevant field such as Supply Management, Logistics, Finance, or Information Communication Technology. An advanced degree or professional qualification in these areas is desirable and may enhance the candidate's profile.
Experience: Candidates should have at least one year of related experience in managing emergency ICT operations or logistics and administration support within international organizations. Experience in medical supplies management and exposure to emergency humanitarian operations is essential. Desirable experience includes working with WHO, UN system, health cluster partners, or recognized humanitarian organizations in the context of health emergency response.
Languages: Expert knowledge of English and Ukrainian is essential for this position. Intermediate knowledge of other official WHO languages is desirable, which may enhance communication with diverse stakeholders.
Additional Notes: This position is classified as a National Professional Officer role, meaning only applications from nationals of Ukraine will be considered. The role offers an annual net base salary starting at USD 29,688, with mandatory deductions for pension contributions and health insurance. The position includes 30 days of annual leave.
