Job Overview: The Consultant for Migration Governance will play a crucial role in supporting the Nigerian Government in enhancing its migration governance architecture. This position involves piloting decentralized coordination structures in three states, reinforcing inclusive national dialogue through the National Migration Dialogue (NMD), and facilitating Nigeria's active participation in the International Migration Review Forum (IMRF) 202
The consultant will be responsible for developing work plans, facilitating stakeholder engagement, drafting reports, and providing technical support to various governmental bodies. The overarching objective is to strengthen Nigeria's migration governance framework by ensuring that local-level challenges and opportunities are effectively addressed, thereby aligning national efforts with global commitments under the Global Compact for Safe, Orderly and Regular Migration (GCM).
Duties and Responsibilities: The consultant will be tasked with several key deliverables, including:
Providing technical support to the Government towards the GCM IMRF 2026 by developing work plans, facilitating stakeholder consultations, and drafting national reports on GCM implementation.
Supporting the FMHAPR, NCFRMI, and TWG in organizing the 2026 NMD, including developing concept notes, overseeing the facilitation of the NMD, and drafting the NMD report.
Assisting in establishing state-level coordination mechanisms and developing a Migration Strategy at the sub-national level in states with high migration/return rates. This includes conducting stakeholder consultations, facilitating the inauguration of migration coordination frameworks, and drafting reports on the establishment of governance structures.
Required Qualifications: Candidates must possess an advanced university degree from an accredited institution, preferably in Social Sciences, Policy Development, Public Administration, or Sociology. A specialization in migration is considered an advantage. Additionally, candidates should demonstrate a proven ability to meet deadlines, possess knowledge of migration governance in Nigeria, and have strong report writing and facilitation skills. The ability to work independently with limited supervision is also essential.
Educational Background: An advanced university degree is required, with a preference for fields related to Social Sciences, Policy Development, Public Administration, or Sociology. A specialization in migration would be beneficial for candidates applying for this position.
Experience: Candidates should have at least 10 years of experience in Migration Management and/or Policy Development. For those holding a first-level university degree, a minimum of 15 years of experience is required. Demonstrated expertise in GCM processes, GFMD, and related topics is essential. Experience in liaising with governmental authorities and other international/national institutions is also necessary, with previous working experience in Nigeria being highly desirable.
Languages: Proficiency in English is mandatory, as it is the primary language of communication within IOM. Knowledge of IOM's official languages, which include French and Spanish, is considered an asset and may be evaluated during the selection process.
Additional Notes: The consultancy is home-based with travel required to various states in Nigeria. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational incidents. IOM maintains a zero-tolerance policy on conduct incompatible with its objectives, including discrimination and harassment.
