Job Overview: The Consultant for Migration Governance and Protection will play a crucial role in enhancing the operational efficiency of the Federal Ministry of Humanitarian Affairs and Poverty Reduction (FMHAPR) and the National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI) in Nigeria. This position involves conducting a comprehensive needs assessment and capacity-building initiatives aimed at improving the coordination and supervisory functions of these agencies in relation to national migration governance. The consultant will also facilitate the review of the Standard Operating Procedures (SOP) on Return, Readmission, and Reintegration (RRR), ensuring that the processes align with international standards and best practices. The consultant will work closely with various stakeholders, including government officials and international partners, to ensure that the objectives of the consultancy are met effectively and efficiently.
Duties and Responsibilities: The consultant will be responsible for a range of tasks, including: conducting an analysis of the factors impacting the operational efficiency of FMHAPR and NCFRMI; assessing and analyzing capacity gaps within these agencies; establishing baseline measures and targets for capacity-building activities; conducting capacity-building trainings for staff; supporting the review of the SOP on RRR; and preparing detailed reports on all activities conducted. The consultant will also be expected to manage stakeholder relationships and ensure adherence to timelines and quality standards throughout the consultancy period.
Required Qualifications: Candidates must possess an advanced university degree from an accredited institution, preferably in Social Sciences, Policy Development, Public Administration, or Sociology. A specialization in migration is considered an advantage. Additionally, candidates should demonstrate a strong understanding of migration governance in Nigeria and have experience in policy development and return and reintegration processes. Proven ability to write concise reports in English and facilitate workshops is highly desirable, along with a commitment to meeting deadlines and working independently.
Educational Background: An advanced university degree is required, with a preference for fields related to social sciences, public administration, or policy development. Specialization in migration issues will be viewed favorably, as it aligns with the consultancy's focus on migration governance and protection.
Experience: A minimum of ten years of experience in migration management and/or policy development is required. Candidates with a first-level university degree must have at least fifteen years of relevant experience. Experience should include demonstrated expertise in return and reintegration processes within the Nigerian context, as well as knowledge of national, regional, and global migration issues. Previous working experience in Nigeria on policy development related to migration is highly desirable.
Languages: Proficiency in English is mandatory, as it is the primary language of communication for this position. Knowledge of IOM's official languages, which include French and Spanish, is considered an asset and may be evaluated during the selection process through written and/or oral assessments.
Additional Notes: This consultancy is home-based with travel requirements as necessary. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses for the duration of the consultancy, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
