Job Overview: The consultancy aims to develop and support the implementation of a methodology that guides the process of creating referral pathways in child protection for various sectors involved in child protection case management, as stipulated by Venezuelan legislation. The methodology will propose a collaborative process of multisectoral and bilateral consultation with government actors, civil society, and other relevant stakeholders. This methodology will guide actors in the development, adoption, and implementation of referral pathways and case management standards, as well as their deployment at the municipal level. The consultant will engage with national and local actors through virtual and in-person interactive sessions organized by UNICEF, facilitating the appropriation of the methodology, promoting government leadership, and guiding the overall process. The consultant will focus on three main concerns in child protection: sexual abuse, physical violence, abuse and maltreatment, and human trafficking and sexual exploitation.
Duties and Responsibilities: The consultant is responsible for delivering 100% of the expected products within the agreed timelines and with the quality expected by UNICEF, in accordance with the work plan developed with the guidance of the Child Protection Specialist. The consultant must maintain close communication and coordination with the Head of Child Protection and promptly inform UNICEF of any situation that hinders the fulfillment of the proposed activity plan. UNICEF's responsibilities include providing technical guidance on the work to be developed, reviewing and approving the work plan and expected products, and supplying any necessary information and complementary materials for the execution of the contract.
Required Qualifications: To qualify for the position, candidates must possess a university degree in social work, human rights, law, or a related field (at the Master's level or equivalent). Candidates should have a minimum of eight years of relevant professional experience in child protection case management, demonstrated experience working with key local government stakeholders to adapt and contextualize global guidelines and standard operating procedures, experience in developing training materials and facilitating training workshops, and experience in human rights-based programming approaches. Experience working with international organizations or the United Nations is also required.
Educational Background: Candidates must have a university degree in social work, human rights, law, or a related field, preferably at the Master's level or equivalent. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the objectives of the consultancy.
Experience: The position requires a minimum of eight years of relevant professional experience in child protection case management. This level of experience is crucial for understanding the complexities of child protection issues and for effectively engaging with various stakeholders involved in the process.
Languages: Fluency in Spanish is mandatory, as all deliverables will be in Spanish. Proficiency in English is considered an advantage, which may enhance communication with international stakeholders and broaden the consultant's ability to access additional resources and information.
Additional Notes: The consultancy will be conducted under the supervision of the Head of the Child Protection Section and will last for a total of two months. The position is remote, allowing for flexibility in work arrangements. The selection process will be competitive, taking into account academic qualifications, professional experience, and financial proposals. Candidates are required to submit an online application, including a letter of expression of interest, a technical proposal (2-3 pages), a detailed financial proposal, an updated CV, copies of educational certificates, and three relevant professional references. Selected candidates will not be considered 'staff members' under the UN Staff Regulations and will not be entitled to benefits such as leave and health insurance coverage. They will be responsible for determining their tax obligations and paying any applicable taxes according to local laws. Additionally, selected candidates must confirm that they are fully vaccinated against SARS-CoV-2 (Covid-19) with a WHO-approved vaccine, although this requirement does not apply to consultants working remotely.
