Job Overview:
The consultant will be responsible for conducting a Quality Review of the Country Programme Planning processes (CPPs) and Country Programme Documents (CPDs) for UNICEF. This review is crucial for assessing the quality of design processes and final documents that articulate the goals and results of Country Programmes. The consultant will work closely with UNICEF's Data, Analytics, Planning and Monitoring (DAPM) and Programme Guidance Unit (PGU) to ensure that the review methodology aligns with the new CPP guidance introduced in October 202
  • The consultant will also provide insights into how well the new guidance has been integrated by Country Offices and will assess the effectiveness of the new country programmes in achieving transformative results for children. The role requires a strong understanding of UNICEF's commitment to results-based management and the ability to produce high-quality work with minimal supervision.

Duties and Responsibilities:
The consultant's duties will include designing the review methodology based on CPP guidance, reviewing planning processes of CPDs submitted to the 2025 Boards, updating the Review Framework and scoring criteria, and preparing preliminary findings. The consultant will also draft a final report, a Compendium of Good Practices, and a Methodology Paper, and present findings in global webinars. Specific tasks include conducting desk reviews, facilitating discussions with DAPM and Subject Matter Experts, and ensuring that the review process adheres to UNICEF's standards and guidelines. The consultant will also be responsible for developing a risk management strategy, creating a database for tracking quality criteria, and summarizing findings in a presentation format.

Required Qualifications:
Candidates must possess a Master’s degree in social sciences or a relevant field, along with at least 10 years of professional experience in evaluations, assessments, or reviews for international organizations. Familiarity with UNICEF's child rights mandate and programming principles is essential. The consultant should have a proven track record of facilitating cross-sectional processes and possess data tooling/science capabilities to develop a project database. Strong communication skills and the ability to work effectively in a team are also required.

Educational Background:
A Master’s degree in social sciences or a relevant field is required for this position. Candidates should have a strong academic background that supports their expertise in conducting evaluations and assessments within international contexts.

Experience:
The position requires a minimum of 10 years of professional experience, specifically in conducting evaluations, assessments, or reviews for international organizations or major development actors. Experience with UNICEF or the United Nations is an asset, but a deep understanding of UNICEF's foundational norms and programming principles is mandatory.

Languages:
Fluency in English is required for this position. Additional language skills may be beneficial but are not specified as mandatory.

  • The consultant will be required to submit a financial proposal that includes costs per deliverable and total lump-sum for the assignment. UNICEF will cover any emergent travel costs and daily subsistence allowances if applicable. Selected candidates must have current health insurance coverage and will undergo rigorous background checks. The position is not considered a staff member role, and consultants are responsible for their tax liabilities.
