Job Overview:
The Monitoring Evaluation Accountability & Learning (MEAL) Officer plays a crucial role in the implementation of the Fair Recycling Project, which aims to enhance circularity and sustainable waste management while promoting gender and social inclusion. This position involves conducting field-level monitoring and evaluation activities, providing technical support to the MEAL Lead, and ensuring timely and quality learning and reporting. The MEAL Officer will assist project teams in data collection against specific indicators, lead assessments, and ensure compliance with MEAL requirements. The role requires collaboration with various stakeholders to ensure that data is collected ethically and in accordance with the project's data protection policy. The MEAL Officer will also be responsible for analyzing data and contributing to reports that reflect the project's impact and effectiveness.

Duties and Responsibilities:
The MEAL Officer will be responsible for designing, planning, and implementing strategies for data collection, storage, analysis, and sharing. This includes managing project databases, supporting project staff in executing MEAL activities, and developing MEAL systems for DRC and its partners. The officer will conduct assessments, community visits, and focus group discussions to gather feedback on project activities. Additionally, the MEAL Officer will coordinate and quality assure MEAL activities, build capacity among partners, and maintain a transparent filing system for documentation. The role also involves preparing sector operation plans, compiling project reports, and disseminating lessons learned from monitoring data and evaluations. The MEAL Officer will undertake any other duties assigned by the project manager as needed.

Required Qualifications:
Candidates must possess a minimum of 4 years of work experience in monitoring and evaluation, with a strong understanding of Core Humanitarian Standards (CHS). They should have experience in economic recovery, protection, and social work, particularly in sustainable waste management ecosystems. Proficiency in MS Office and statistical software is essential, along with excellent analytical and report writing skills in English. The ability to work in hardship areas or emergency settings is preferred, and candidates should demonstrate strong time management and organizational skills.

Educational Background:
A Bachelor’s degree in Statistics, Information Management Sciences, MEAL, or a related field is required for this position. Candidates should have a solid foundation in data management and analysis, as well as experience in the humanitarian development sector.

Experience:
The position requires a minimum of 4 years of relevant experience in monitoring and evaluation, particularly within the private sector and humanitarian development field. Candidates should have a proven track record of working in diverse environments, including urban and rural settings in Kenya and Uganda, and should be familiar with participatory assessments and community-based monitoring approaches.

Languages:
Fluency in written and spoken English is mandatory for this role. Knowledge of additional languages relevant to the regions of operation may be considered an asset, enhancing communication with local communities and stakeholders.

Additional Notes:
The contract duration for this position is 1 year and 8 months, with the possibility of extension based on funding and performance. The salary and conditions will align with the Danish Refugee Council's terms of employment for national staff. The position is categorized as Band H2, reporting to the PMU Manager with a dotted line to the MEAL Manager. The role is based in Eastleigh, with frequent travel required to Kakuma and Karamoja in Uganda.
