Job Overview:
The Regional Project Development Officer will play a crucial role in supporting the implementation of institutional policies from headquarters in Country Offices across the region. This position involves providing oversight, quality control, and technical support to ensure that programming is consistent, cohesive, and evidence-based. The successful candidate will collaborate with Regional Thematic Units to identify funding opportunities and design programs that align with IOM's strategic objectives. The role also includes promoting operational excellence and organizational coherence at both regional and national levels, ensuring adherence to IOM's institutional policies and guidance on results-based management and project cycle approaches. The officer will lead the Regional Project Development Unit, providing technical support and capacity development to smaller Country Offices, ensuring that project proposals and funding requests are aligned with institutional strategies and grounded in data.

Duties and Responsibilities:
The duties and responsibilities of the Regional Project Development Officer include:
  • Providing substantive inputs for drafting project proposals in coordination with Regional Thematic Units, particularly for small Country Offices and countries without IOM presence.
  • Ensuring that donor reports are results-based and aligned with strategic objectives.
  • Supporting compliance with the Project Cycle Management process by providing capacity development and technical support to regional and country offices.
  • Leading knowledge management initiatives across the region, promoting effective use of tools and practices.
  • Ensuring timely endorsement of project proposals and donor report approvals.
  • Facilitating proposal submissions to the IOM Development Fund.
  • Building partnerships with regional donors and supporting resource mobilization efforts.
  • Coordinating the region's participation in global initiatives and supporting flexible funding administration.
  • Managing the Regional Project Development Unit and overseeing its responsibilities. 1
  • Performing any other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in International Relations, Political Science, Social Science, or a related field from an accredited institution, along with at least seven years of relevant professional experience. Alternatively, a University degree in the same fields with at least nine years of relevant experience is acceptable. Candidates should demonstrate experience in project development and management, thematic capacity building, and liaison, with a minimum of five years working in non-OECD countries. Experience in resource mobilization, advocacy, and working with governmental and diplomatic officials is essential. Familiarity with international organizations, particularly within the UN system, is highly desirable.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, Political Science, or Social Science from an accredited academic institution. A University degree in these fields is also acceptable if accompanied by sufficient professional experience. The educational qualifications should reflect a strong foundation in the principles and practices relevant to migration and project development.

Experience:
The position requires a significant level of experience, specifically at least seven years of relevant professional experience for candidates with a Master’s degree, or nine years for those with a University degree. Candidates should have demonstrated experience in project development and management, particularly in non-OECD countries, and should be adept at mobilizing resources and engaging with various stakeholders, including governmental and non-governmental organizations. Experience in capacity building and project implementation is also crucial.

Languages:
Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-4 grade level, indicating a professional vacancy. The role requires international mobility, and candidates must be medically fit for appointment. The selection process may also be used to fill similar positions in various duty stations.
