Job Overview:
The Resource Mobilization Officer will play a crucial role in supporting the resource mobilization efforts of IOM Offices and Headquarters. This position is integral to strengthening IOM’s ability to mobilize resources in a strategic and efficient manner. The officer will liaise with assigned donors and partners, ensuring timely and thorough responses to their queries, and coordinating with IOM offices in donor capitals to support a cohesive approach to donor engagement. The role involves organizing strategic meetings and expanding the donor/partner portfolio. Additionally, the officer will design and deliver dynamic resource mobilization capacity-building initiatives, including instructor-led trainings and interactive webinars, while developing comprehensive training materials and innovative guidance tools. The officer will also provide technical support to various IOM offices on resource mobilization queries and advise on donor priorities and engagement strategies. Furthermore, the officer will support the operationalization and use of IOM’s CRM system, ensuring a coordinated approach to resource mobilization across the organization.

Duties and Responsibilities:
  • Liaise and maintain relations with assigned donors and partners, providing timely responses to queries and coordinating with IOM offices in donor capitals.
  • Support the design and delivery of resource mobilization capacity-building initiatives, including trainings and webinars.
  • Develop training materials and guidance tools to enhance institutional resource mobilization capabilities.
  • Participate in negotiation and processing of funding agreements, coordinating with relevant stakeholders.
  • Provide technical support to Country Offices and Regional Offices on resource mobilization queries.
  • Support the operationalization of the WAVE CRM system, including collecting business requirements and providing technical inputs.
  • Develop and disseminate tools and guidance materials to support fundraising efforts.
  • Maintain centralized repositories of resource mobilization information and coordinate outreach efforts.
  • Perform other duties as assigned.

Required Qualifications:
  • Master’s degree in Political or Social Sciences, International Relations, Economics, Business Administration, or a related field with two years of relevant professional experience; or a University degree in the above fields with four years of relevant professional experience.
  • Proven experience in donor relations and partnership management, including direct engagement with donor counterparts.
  • Experience negotiating and processing funding agreements, including coordination with legal and financial departments.
  • Experience developing tools and guidance materials to support resource mobilization and donor engagement.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as Political or Social Sciences, International Relations, Economics, or Business Administration from an accredited institution. Alternatively, a University degree in these fields is acceptable if accompanied by four years of relevant professional experience.

Experience:
Candidates should have proven experience in donor relations and partnership management, including direct engagement with donor counterparts and coordination across decentralized organizational structures. Experience in negotiating and processing funding agreements, as well as developing tools and guidance materials to support resource mobilization, is essential.

Languages:
Fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an advantage. IOM’s official languages are English, French, and Spanish, and all staff members are required to be fluent in one of these languages.

Additional Notes:
The position is a fixed-term contract for one year with the possibility of extension. It is classified as a Professional level position (P-2). Internationally recruited professional staff are required to be mobile. Any offer made to the candidate is subject to funding confirmation. The selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
