Job Overview:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will play a crucial role in supporting the IOM's efforts in monitoring and evaluating its programs and projects. This position is vital for ensuring that the organization meets its accountability standards and effectively learns from its activities. The incumbent will work under the supervision of the Senior Programme Development Officer and the Senior National Monitoring and Evaluation Officer, contributing to the overall success of the IOM's initiatives in Ankara. The MEAL Officer will be responsible for collecting, maintaining, and analyzing data related to monitoring and evaluation activities, ensuring compliance with donor reporting requirements, and assisting in the design and implementation of assessments and surveys. This role requires a proactive approach to identifying challenges and opportunities for improvement in the organization's monitoring and evaluation processes, as well as a commitment to promoting accountability to affected populations and adhering to IOM's global standards.

Duties and Responsibilities:
The MEAL Officer will have a comprehensive set of responsibilities, including but not limited to: assisting in the collection and analysis of data for monitoring and evaluation activities; compiling and filing reports for projects and programs; tracking reporting schedules in accordance with donor requirements; assisting in the design and implementation of assessments and operational research; conducting preliminary analyses of monitoring and evaluation findings; drafting inputs for internal guidance on feedback mechanisms; reviewing the quality of existing data related to projects; flagging issues related to data quality and compliance; participating in field monitoring missions; providing technical support and training to project managers and officers; preparing inputs for project development; coordinating evaluations; ensuring compliance with IOM's monitoring and reporting requirements; and promoting accountability mechanisms in line with IOM's standards.

Required Qualifications:
Candidates must possess a strong background in monitoring and evaluation, with a minimum of four years of relevant experience. They should have experience in risk management, a solid understanding of IOM/UN rules and regulations, and a proven track record in project development, donor liaison, report writing, and capacity-building activities. Strong reporting, writing, and research skills are essential, along with a sound understanding of migration issues in the region. The ability to work independently, demonstrate initiative, and maintain effective working relationships with diverse stakeholders is crucial.

Educational Background:
A Master's degree in International Development, International Relations, Political or Social Sciences, Statistics, Law, or a related field from an accredited academic institution is required. Alternatively, a University degree in the aforementioned fields with two years of relevant professional experience will also be considered. Accreditation from recognized universities listed in the UNESCO World Higher Education Database is necessary.

Experience:
The position requires a minimum of four years of experience in monitoring and evaluation and reporting, with a focus on risk management. Candidates should have significant experience in applying IOM/UN rules, regulations, and procedures, as well as experience in project development, donor liaison, report writing, and capacity-building activities. Familiarity with data management and information products is also essential.

Languages:
Fluency in English and Turkish is mandatory, both oral and written. A working knowledge of Arabic is considered advantageous. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. National Professional Officers must be nationals of the country of employment and are expected to perform at a professional level, meeting the same standards of recruitment qualifications and performance as International Professional staff. Appointment is contingent upon medical fitness certification, residency verification, and necessary government authorizations.
