Job Overview:
The HR Coordinator position is a vital role within the NRC Ukraine Country Operation, focusing on managing core HR responsibilities. The primary functions of this role include overseeing recruitment processes, administering HR systems, managing contracts, and handling payroll. The HR Coordinator will work closely with the HR Manager to ensure compliance with local labor laws and NRC policies, while also supporting area office HR teams. This position requires a proactive approach to HR management, with an emphasis on maintaining accurate personnel records, facilitating conflict resolution, and enhancing recruitment processes. The HR Coordinator will also be responsible for providing HR analysis and reports to management, ensuring that all personnel documents are securely filed and accessible. This role is essential for maintaining a high standard of HR practices within the organization and supporting the overall mission of NRC.

Duties and Responsibilities:
The HR Coordinator will have a comprehensive set of responsibilities, including but not limited to: ensuring adherence to employment standards and NRC policies; supporting area office HR teams; implementing NRC’s HR systems and procedures; providing HR analysis and reports; managing personnel documents; supervising the Core HR Country Office team; coordinating HR data systems; assisting in personnel conflict resolution; managing national staff benefits; supporting job evaluation and salary scales; acting as the focal point for NRC People; following up on recruitment processes; delivering training sessions on recruitment procedures; managing HR archives; ensuring compliance with Ukrainian labor laws; and supporting HR staff on core responsibilities. The HR Coordinator will also oversee recruitment processes at the Country Office and provide guidance to international staff, while fulfilling any additional duties as directed by the line manager.

Required Qualifications:
Candidates must possess a university degree in Human Resources Management, Business Administration, or a relevant discipline. A minimum of 1-2 years of experience as an HR Coordinator in a humanitarian or recovery context is required, along with at least 2 years of overall experience in HR. Candidates should have experience managing HR systems for 300+ staff and a strong understanding of the context in Ukraine, including local labor laws. Strong analytical skills and proficiency in Excel (including pivot tables and data analysis) are essential. Documented results related to the position’s responsibilities and knowledge of leadership skills are also required.

Educational Background:
The educational background required for this position includes a university degree in Human Resources Management, Business Administration, or a related field. This educational foundation is crucial for understanding the complexities of HR management within a humanitarian context and for effectively implementing HR policies and procedures.

Experience:
The HR Coordinator position requires a minimum of 1-2 years of experience specifically in a humanitarian or recovery context, with at least 2 years of overall HR experience. Candidates should have a proven track record of managing HR systems and processes, particularly in environments with a significant number of staff. Experience in complex contexts is highly valued, as it demonstrates the ability to navigate challenges and implement effective HR solutions.

Languages:
Fluency in both English and Ukrainian, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in these two languages to effectively engage with staff and stakeholders.

Additional Notes:
This position is open to candidates who have the legal right to work in Ukraine, and the organization is unable to provide work permits or visa sponsorships. The role is full-time and involves significant responsibilities within the HR department.
