Job Overview: The Economic Recovery and Development (ERD) Coordinator is a pivotal leadership role within the IRC Ukraine, tasked with ensuring the strategic direction, quality, and timely implementation of all ERD programming. This includes overseeing basic needs and winterization cash assistance, livelihoods initiatives, and their integration with Ukraine’s social protection systems. The ERD Coordinator will manage the entire program cycle, from design and planning to implementation, monitoring, and evaluation. They will work closely with IRC staff and key partners to ensure that interventions are context-appropriate and aligned with national systems and international standards. The role involves engaging with donors and external stakeholders, designing programs, and overseeing resource development efforts for ERD initiatives. The ERD Coordinator will also represent IRC in relevant coordination forums and provide capacity building for field staff and partners, ensuring high-quality program implementation and continuous improvement of ERD interventions.
Duties and Responsibilities:
Strategic Leadership and Program Management: Lead the management of a complex, multi-donor, multi-year ERD portfolio, ensuring effective delivery through IRC and partner organizations. Develop clear objectives and priorities, coordinate ERD activities across sectors, and support monitoring and evaluation mechanisms. Engage with donors and stakeholders to secure funding and provide program updates. Facilitate capacity-building opportunities for staff and partners. Regularly review and adapt program strategies based on evolving needs and best practices.
Technical Quality Assurance: Uphold high standards of technical quality throughout all project stages. Coordinate with relevant Clusters and Working Groups, evaluate existing approaches, and develop evidence-based project designs. Facilitate participatory planning processes and establish performance indicators for ERD activities. Provide ongoing technical support and conduct regular field visits to monitor program delivery.
Program Development, Proposal Design, and Integrated Programming: Lead program development and proposal writing to secure funding for ERD initiatives. Collaborate with stakeholders to identify needs and opportunities, conduct analyses of the ERD landscape, and ensure proposals align with IRC’s strategies and donor priorities.
Coordination, Stakeholder Engagement, and Advocacy: Represent IRC in national and regional fora, establish relationships with authorities and NGOs, and facilitate joint initiatives. Advocate for standards and procedures that enhance coordination in ERD programming.
Partnerships: Identify and develop partnerships with local and international organizations to enhance ERD services. Conduct stakeholder mapping and strengthen relationships with relevant organizations to foster a coordinated response to ERD challenges.
Staff Supervision & Development: Maintain professional relationships with team members, provide mentoring and coaching, and facilitate training opportunities. Collaborate with HR for recruitment and performance management, ensuring staff are equipped to implement ERD initiatives effectively.
Project Implementation and Ad-hoc Coordination: Oversee sensitive projects such as shock-responsive Social Protection, ensuring appropriate implementation and risk mitigation. Represent IRC in external discussions regarding injured civilians and combatants.
Technical Subject Matter Expert: Dedicate time to liaise with the Ukrainian Parliament as a Subject Matter Expert on housing and basic needs, participating in high-level discussions and supporting the development of draft laws.
Program Support Activities: Responsible for all PRs and financial documents of the department, ensuring timely and accurate documentation for program delivery.
Required Qualifications: The ideal candidate for the ERD Coordinator position should possess a minimum of a Bachelor’s degree in Economics, Finance, Business Administration, or a related field. They should have at least 5 years of relevant work experience in cash and voucher assistance, livelihoods, micro-enterprise development, agricultural and/or livestock promotion, social protection, or other early recovery programs. Previous experience in supervising and managing a multi-disciplinary team in a cross-cultural setting is essential, along with experience in emergency preparedness and response. The candidate should demonstrate capacity building and mentoring experience, grant management, and proposal writing skills. Proficiency in computer programs such as MS Word, Excel, and PowerPoint is required, along with familiarity with key donor regulations. Personal qualities should include being a team player, flexible, and capable of handling pressure well.
Educational Background: Candidates must have at least a Bachelor’s degree in a relevant field such as Economics, Finance, Business Administration, or a related subject. This educational background is crucial for understanding the complexities of economic recovery and development initiatives.
Experience: Candidates should have a minimum of 5 years of relevant work experience in areas such as cash and voucher assistance, livelihoods, and social protection. Experience in managing teams and working in emergency contexts is also essential, along with a proven track record in capacity building and mentoring.
Languages: Fluency in spoken and written English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly those relevant to the local context in Ukraine.
Additional Notes: This position is based in Kyiv, with regular travel to field locations as necessary.
