Job Overview: The Economic and Environmental Officer position is crucial for supporting the OSCE's mandate regarding economic and environmental issues that impact security. The role involves coordinating and preparing for the OSCE Economic and Environmental Forum (EEF) and the Economic and Environmental Dimension Implementation Meeting (EEDIM). The officer will work closely with the Senior Economic and Environmental Officer and the Deputy Co-ordinator/Head of Economic Activities, contributing to the planning and organization of meetings, drafting documents, and providing policy advice. The position requires a proactive approach to engage with various stakeholders, including OSCE delegations, international organizations, and NGOs, to ensure effective collaboration and communication regarding economic and environmental security matters.
Duties and Responsibilities: The Economic and Environmental Officer will be responsible for a variety of tasks, including:
Supporting and coordinating the preparatory process for the annual OSCE Economic and Environmental Forum by drafting proposals, preparing agendas, and identifying potential speakers.
Preparing briefing papers, reports, and speeches related to the Forum topics for senior officials.
Conducting sectoral or regional analyses to provide background information for meetings.
Maintaining regular contact with stakeholders, including international organizations and NGOs, to streamline contributions to the Forum.
Initiating and supporting the follow-up process to the Forum by compiling summaries of meetings, assessing recommendations, and organizing follow-up seminars.
Acting as the focal point for coordination with OSCE field presences on Forum-related projects and activities.
Carrying out other related tasks as assigned by supervisors.
Required Qualifications: Candidates must possess a second-level university degree in economics, political science, or international relations, with a focus on development or environmental security being advantageous. A first-level university degree combined with two additional years of relevant experience will also be accepted. Additionally, candidates should have a minimum of five years of professional experience, including two to three years at the international level. Experience in diplomatic service or international organizations is highly desirable. Candidates should demonstrate familiarity with global and regional economic and environmental issues, strong analytical skills, and the ability to perform research effectively.
Educational Background: The position requires a second-level university degree (Master's degree) in a relevant field such as economics, political science, or international relations. A focus on development and transition economies, as well as environmental security issues, is considered an asset. In lieu of a second-level degree, a first-level degree with two additional years of relevant experience will be accepted.
Experience: Candidates should have a minimum of five years of professional experience in relevant fields, with at least two to three years of work experience at the international level. Experience in diplomatic service or within international organizations is considered an important asset, as it provides valuable insights into the workings of international relations and security issues.
Languages: Professional fluency in English is mandatory, with excellent communication and drafting skills. Knowledge of another OSCE language, particularly Russian, is considered an important asset, enhancing the candidate's ability to engage with a broader range of stakeholders and documents.
Additional Notes: This position is a fixed-term international secondment role, with a maximum service period of 10 years.
