Job Overview: The coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator will play a crucial role in ensuring the effective management of the Technical Heads of Departments while providing essential support to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director. This position involves coordinating the technical country strategy and overseeing the operational management of all technical areas, including the Management of Program and MEAL Head of Departments and Grants Coordinators. The Technical Coordinator will represent and liaise for program strategy, ensuring alignment with donors, national priorities, and UN frameworks such as the Humanitarian Response Plan (HRNP). Additionally, the role requires analyzing humanitarian needs through the technical departments and country coordination architecture, managing human resources, overseeing program budgets, and ensuring programmatic quality and strategic leadership. The Technical Coordinator will also act as the Country Director in their absence, making this a pivotal role within the organization.
Duties and Responsibilities:
Coordinate the technical country strategy and ensure operational management of all technical areas, including the Management of Program and MEAL Head of Departments and Grants Coordinators.
Represent and liaise for program strategy, ensuring alignment with donors, national priorities, and UN frameworks such as the HRNP.
Analyze humanitarian needs through technical departments and country coordination architecture like Clusters.
Manage human resources effectively, ensuring the development and performance of team members.
Follow up on the management of program budgets, ensuring financial accountability and transparency.
Ensure programmatic quality and provide strategic leadership across all technical areas.
Act as the Country Director in their absence, maintaining continuity in leadership and decision-making.
Engage in proposal development and ensure compliance with donor guidelines and procedures.

Conduct regular assessments and evaluations of program effectiveness and impact, making necessary adjustments to strategies as needed.
Required Qualifications: Candidates must hold a Master's degree or a Bachelor's degree combined with substantial international and field experience in relevant fields such as International Relations, Development Studies, Public Health, or other technical disciplines pertinent to Action contre la Faim's programs. Additionally, candidates should possess at least 5 years of experience in a similar position, demonstrating proven success in proposal development, particularly in insecure settings and ideally with international NGOs. A strong background in health is essential, along with experience as a Field Coordinator or Head of Department. Previous experience with Action contre la Faim is considered a significant asset. Candidates should also exhibit project and human resource management skills, strong multitasking abilities, and the capacity to manage stress in high-pressure environments.
Educational Background: The ideal candidate should have a Master's degree in a relevant field such as International Relations, Development Studies, Public Health, or a related technical discipline. Alternatively, a Bachelor's degree combined with substantial international and field experience may be acceptable. This educational background is crucial for understanding the complexities of humanitarian work and effectively managing programs aimed at combating hunger and malnutrition.
Experience: A minimum of 5 years of experience in a similar role is required, with a proven track record of success in proposal development and program management in insecure settings. Experience working with international NGOs is highly desirable, and candidates should have a strong background in health-related programs. Previous roles as a Field Coordinator or Head of Department will be advantageous, as they demonstrate the necessary leadership and operational skills required for this position.
Languages: Fluency in English is mandatory, with strong writing and drafting abilities. Proficiency in additional languages may be considered an asset, particularly those relevant to the regions in which Action contre la Faim operates, enhancing communication with diverse stakeholders and communities.
Additional Notes: This position offers a 12-month contract, with specific conditions varying for national and international applications. National applications will follow the internal and national salary conditions of Action contre la Faim in Afghanistan, while international applications will be under French legislation. The monthly gross salary ranges from 2899 to 3376 euros, depending on experience, and includes a 13th-month salary. Additional benefits include reimbursement of pension insurance for non-French citizens, annual salary increases, monthly per diem and living allowances, cold allowances for winter equipment, child allowances, transportation and accommodation coverage, and comprehensive medical coverage. Employees are entitled to 25 days of paid leave per year, 20 rest and recuperation days, and airfare reimbursement for breaks. Field trips may include locations such as Ghor, Daikundi, Badakhsan, and Helmand.
