Job Overview: The position of Head of Cash-Based Transfers (CBT) & Identity Management (IDM) is critical in addressing the humanitarian crisis in Afghanistan, where millions are facing food insecurity due to ongoing conflict and economic challenges. The selected candidate will lead the CBT and IDM team, ensuring that cash assistance is effectively implemented in alignment with market conditions and beneficiary needs. This role requires a strategic approach to data analytics, oversight of field operations, and the development of training programs to enhance the capacity of WFP staff and partners. The Head of CBT & IDM will also engage with donors and stakeholders to advocate for cash-based solutions while ensuring compliance with WFP's corporate assurance measures. The position demands a proactive leader who can navigate complex challenges and drive innovative solutions in cash assistance delivery.
Duties and Responsibilities: The Head of CBT & IDM will be responsible for executing a 'cash wherever feasible' approach, ensuring alignment with market functionality and programmatic objectives. Key responsibilities include maintaining corporate assurance measures for CBT and IDM, providing strategic direction for data analytics, and offering technical support to six Area Offices. The role involves developing and delivering training to enhance staff capacity, managing all CBT and IDM operations, and expanding financial inclusion initiatives. Required Qualifications: Candidates must possess an advanced university degree in Economics, International Development, Social Sciences, or a related field. Alternatively, a first university degree with additional relevant work experience and training may be considered. The role requires a minimum of 8 years of international professional experience in humanitarian responses, particularly in cash-based transfers and WFP operations. Experience with WFP’s SCOPE system and managing medium to large teams is essential, along with familiarity with the Financial Service Provider contracting process.
Educational Background: An advanced university degree in a relevant field such as Economics, International Development, or Social Sciences is required. Candidates with a first university degree and significant relevant experience may also be considered. Continuous professional development through training and courses related to international development assistance is highly valued.
Experience: The position requires at least 8 years of relevant international professional experience, particularly in humanitarian responses and cash-based transfer programs. Candidates should have a proven track record in designing and implementing cash-based transfers for WFP operations, as well as experience managing teams and working closely with WFP’s SCOPE system. Familiarity with the Financial Service Provider contracting process is highly desirable.
Languages: Fluency in English (Level C) is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners in the region.
Additional Notes: This is a consultancy position at Level II for a duration of 11 months, with the possibility of extension. The role is based in Kabul, Afghanistan.
