Job Posting Organization:
The UNOPS Multi-Country Office in the Democratic Republic of the Congo (CAMCO), based in Kinshasa, is responsible for managing a portfolio of projects covering 15 countries. UNOPS provides infrastructure, procurement, and project management services to its partners to achieve peace, development, and humanitarian goals. As part of the 'Peace Consolidation Fund' (FCP) program, funded by KfW, UNOPS implements interventions aimed at strengthening peace and social cohesion through the realization of social infrastructures and local development programs, particularly in agriculture, youth, entrepreneurship, and violence prevention.

Job Overview:
The Multi-Sector Development Expert – AGR will work under the supervision of the Project Manager or their deputy and in close coordination with technical teams (gender, inclusion, monitoring-evaluation, infrastructure, etc.). The expert is responsible for promoting the economic empowerment of youth and women through the implementation of income-generating activities (AGR) tailored to local contexts, as part of the FCP project. The role focuses on supporting beneficiaries in developing their project ideas, structuring viable business models, and creating conditions conducive to the sustainability of these micro-initiatives. The incumbent will design, pilot, and support the implementation of sustainable income-generating activities adapted to local socio-economic contexts, with a particular emphasis on youth and women's entrepreneurship. They will assist local partners, beneficiaries, and UNOPS teams in developing micro-projects, strengthening entrepreneurial capacities, structuring viable business models, and monitoring economic and social impact.

Duties and Responsibilities:
  • Support the development of projects initiated by beneficiaries: Analyze and evaluate project ideas submitted by youth and women in target areas, in connection with local development dynamics. Organize and facilitate ideation or co-creation workshops to help beneficiaries clarify, structure, and refine their ideas. Identify the most promising projects based on economic, social, and environmental criteria.
  • Development of business cases and technical support: Assist selected beneficiaries in developing simplified business cases (market analysis, projected costs, financing plan, marketing strategy). Adapt business models to beneficiaries' capacities and local market realities. Propose strategies to enhance the economic resilience of projects. Identify specific needs for equipment, training, or technical support for each project.
  • Orientation, coaching, and capacity building: Establish individualized or small group coaching pathways, with regular follow-up sessions. Facilitate connections with existing support structures: incubators, microfinance institutions, cooperatives, technical or commercial support mechanisms. Design and conduct practical training sessions on the basics of economic activity management. Promote mentorship and experience sharing among project holders.
  • Monitoring, capitalization, and scaling: Contribute to establishing monitoring and evaluation mechanisms for the supported AGRs. Participate in documenting experiences, capitalizing on best practices, and identifying conditions for success or failure. Propose avenues for strengthening or scaling up the most successful projects. Ensure the integration of gender, inclusion, sustainability, and innovation considerations in all phases of support.
  • Impact of Results: Collect, analyze, and select project ideas from beneficiaries according to clear and inclusive criteria. Develop a portfolio of viable and contextualized projects, with documented business cases. Effectively orient, train, and support beneficiaries, enabling them to launch and manage their economic activities. Implement monitoring and evaluation tools to measure the performance and impact of AGRs. Integrate lessons learned into the project approach, with concrete proposals for the sustainability or replicability of initiatives.

Required Qualifications:
Education: University degree (Master's) in economics, local development, entrepreneurship, project management, rural development, or another relevant field. A combination of a Bachelor's degree (Bac +3) and two additional years of relevant professional experience may be accepted in lieu of the above academic requirements. PRINCE2, PMP, or equivalent is desirable. Experience: At least two years of experience in designing, implementing, or evaluating local economic development or AGR projects is required. Proven experience in supporting entrepreneurs or community groups is a considerable asset. Knowledge of the DRC context, particularly post-conflict economic dynamics, is an asset. Experience with UN agencies, international NGOs, or international donors is preferred.

Educational Background:
A Master's degree in a relevant field such as economics, local development, entrepreneurship, project management, or rural development is required. Alternatively, a Bachelor's degree combined with two years of relevant experience may be accepted. Certifications such as PRINCE2 or PMP are desirable.

Experience:
The position requires at least two years of relevant experience in local economic development or AGR projects. Experience in supporting entrepreneurs or community groups is highly valued, as is familiarity with the DRC's post-conflict economic landscape. Experience with UN agencies or international NGOs is also preferred.

Languages:
Fluency in French (written and spoken) is essential. A good understanding of professional English is desirable, particularly for reading technical documents and participating in meetings.

Additional Notes:
The engagement type is a Local Individual Contractor Agreement (LICA) at the ICS-9 / LICA-9 level. The contract is indefinite, subject to satisfactory performance, availability of resources, and organizational priorities.
