Job Overview:
The CSP Consultant will play a crucial role in the development of the Republic of Congo's next Country Strategic Plan (CSP), ensuring alignment with WFP's strategic objectives and corporate guidance. This position involves leading and coordinating the CSP formulation process from inception to approval, which includes conducting workshops, engaging stakeholders, and integrating findings from evaluations into the CSP narrative. The consultant will work closely with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and technical teams to ensure high-quality outputs and timely delivery of milestones. The role requires a strong understanding of security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security systems and the ability to facilitate consultative processes that incorporate diverse perspectives into the strategic planning framework. The consultant will also support the Research Assessment and Monitoring team, focusing on strengthening food security systems within the country.

Duties and Responsibilities:
The consultant will be responsible for leading the CSP formulation process, which includes the following key duties:
  • Conducting an inception mission to agree on the workplan and stakeholder engagement strategy.
  • Leading internal stocktaking workshops and community consultations to gather insights and feedback.
  • Preparing the CSP outline, Line of Sight (LoS), and Theory of Change drafts.
  • Coordinating partner roundtables and government workshops to ensure alignment and collaboration.
  • Facilitating formulation workshops to integrate findings from evaluations into the strategic design.
  • Finalizing the LoS, Theory of Change, and strategic outcomes for submission.
  • Preparing and addressing feedback for the s-PRP and e-PRP packages.
  • Supporting the EB review process and preparing submissions for informal consultations.
  • Ensuring that the final CSP is ready for EB approval. 1
  • Leading the preparation of the Annual Country Report (ACR) resilience section and drafting proposals on food security and resilience building. 1
  • Acting as the focal point for partners and government counterparts in resilience building activities.

Required Qualifications:
Candidates must possess an advanced university degree or equivalent experience in relevant fields such as political sciences, economics, agriculture, international affairs, social sciences, or development studies. They should have at least 5 years of progressively responsible experience in strategic planning, organizational change management, inter-agency coordination, and policy development. Specific experience in strategy formulation and program management within a large multicultural institution is highly desirable. Previous experience with WFP or the UN system is considered an asset. Candidates should demonstrate strong analytical and research skills, as well as the ability to communicate effectively with diverse stakeholders.

Educational Background:
An advanced university degree in political sciences, economics, agriculture, international affairs, social sciences, development studies, or a related field is required. Equivalent experience in relevant disciplines may also be considered. The educational background should reflect a strong foundation in international development or humanitarian assistance, equipping the candidate with the necessary knowledge and skills to perform effectively in this role.

Experience:
The position requires a minimum of 5 years of post-graduate experience in relevant fields, with a focus on strategic planning, program management, and policy development. Candidates should have experience working in multicultural environments and possess a track record of successfully leading projects and initiatives. Experience with WFP or other UN agencies is advantageous, as it demonstrates familiarity with the organization's operations and objectives.

Languages:
Proficiency in both French and English is mandatory, with a required level of C. Additional UN languages would be considered an asset, enhancing the candidate's ability to communicate and collaborate in a diverse work environment.

Additional Notes:
The assignment will last for 6 months, from October 2025 to March 2026, covering the initial phases of the CSP development process. The consultant will be based in Brazzaville throughout the assignment, participating in key workshops and consultations. The role is full-time and requires a commitment to working closely with various stakeholders, including government counterparts and partners.
