Job Overview: The Program Manager position at the World Bank is a pivotal role within the Transport Practice in the Africa Region, specifically focusing on the Africa Transport Policy Program (SSATP). The Program Manager will be responsible for overseeing the implementation of the SSATP's Fourth Development Plan, which aims to facilitate policy development and capacity building in the transport sector across Africa. The Program Manager will lead the identification of a yearly work program aligned with strategic objectives, oversee technical activities, and ensure that analytics are effectively translated into policy recommendations. The position demands strong leadership, strategic thinking, and the ability to coordinate with various stakeholders, including government officials and development partners.
Duties and Responsibilities: The Program Manager will report to the practice manager and will be accountable for managing quality, risks, results, and compliance with Bank policies. Key responsibilities include:
Developing and overseeing the yearly work program aligned with the SSATP Development Plan's strategic objectives.
Leading policy dialogue and advocacy on transport sector decarbonization and digitalization.
Providing guidance to SSATP Pillar Leads and ensuring activities remain focused on strategic objectives.
Ensuring analytics results are converted into actionable policy recommendations.
Coordinating relations with SSATP Technical Partners and beneficiaries.
Managing fundraising efforts and trust fund resources, including planning, implementing, and reporting on fund usage.
Leading and motivating the team to achieve client-oriented outcomes and strong coordination with partners.
Setting priorities and allocating budgets effectively to maximize program impact.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in engineering, transport, economics, or a related field. They should have substantial professional experience, typically at least 15 years, in the transport sector with increasing complexity and responsibility. Experience in leading analytic and transport policy activities is essential, along with a proven track record of achieving results in multiple world regions. Strong interpersonal and communication skills, both written and oral in English, are required, as well as program management and negotiation skills. Candidates should demonstrate strong analytical and problem-solving abilities, with a capacity to manage complex tasks and prioritize effectively. Experience in leading multi-disciplinary teams and a high degree of motivation and initiative are also important.
Educational Background: An advanced university degree (Master’s or equivalent) in engineering, transport, economics, or a relevant field is required for this position. Additional qualifications or certifications in project management or public policy may be advantageous.
Experience: The ideal candidate should have at least 15 years of professional experience in the transport sector, with a focus on policy development and implementation. Experience in managing complex projects and leading teams in a supervisory capacity is essential. Prior work experience in Africa, particularly in Sub-Saharan Africa, is highly desirable, as is a background in developing and managing trust funds.
Languages: Fluency in English is mandatory for this position. Proficiency in French and/or Portuguese is considered an advantage, as it will facilitate communication with stakeholders across the region and enhance the effectiveness of the program.
Additional Notes: This position is a full-time role with a term duration of three years. It involves international recruitment, and the selected candidate will be expected to work in Abidjan, Cote d'Ivoire.
