Job Overview: The Project Manager position is located within UNEP's Climate Change Division, specifically in the Adaptation & Resilience Branch, Climate Change Adaptation Unit (CCAU). The incumbent will be responsible for developing, implementing, and evaluating programs and projects, particularly those funded by the Least Developed Countries Fund (LDCF), Adaptation Fund (AF), and Green Climate Fund (GCF). This role requires collaboration with national executing entities and involves monitoring and analyzing project development and implementation. The Project Manager will also be tasked with generating survey initiatives, designing data collection tools, and preparing written outputs such as reports and publications. The position demands a proactive approach to identifying problems in project implementation and proposing corrective actions, as well as conducting outreach activities and training workshops. The Project Manager will lead field missions and coordinate budget-related activities, ensuring effective project management and compliance with organizational regulations.
Duties and Responsibilities: The duties and responsibilities of the Project Manager include:
Developing, implementing, and evaluating assigned programs/projects in collaboration with national executing entities.
Monitoring and analyzing program/project development and implementation.
Reviewing relevant documents and reports to identify problems and initiate corrective actions.
Liaising with relevant parties to ensure follow-up actions are taken.
Researching, analyzing, and presenting information from diverse sources.
Generating survey initiatives and designing data collection tools.
Organizing and preparing written outputs, including background papers and reports.
Initiating and coordinating outreach activities and conducting training workshops.
Leading field missions and providing guidance to external consultants and government officials. 1
Coordinating activities related to budget funding and preparing related documents and reports. 1
Collecting and analyzing data to identify trends and provide insights for decision-making.
Required Qualifications: The required qualifications for the Project Manager position include a strong understanding of climate change adaptation, sustainable development, and environmental sciences. Candidates must demonstrate conceptual analytical and evaluative skills, the ability to conduct independent research, and familiarity with various research sources. Professionalism, teamwork, and accountability are essential competencies for this role. The candidate should be able to manage conflicting priorities, identify and resolve issues, and effectively communicate findings to management. Additionally, the candidate must show a commitment to gender perspectives and equal participation in all areas of work.
Educational Background: Candidates must possess an advanced university degree (Master's degree or equivalent) in sustainable development, environmental sciences, development studies, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
Experience: A minimum of seven years of progressively responsible experience in project or program management is required. Candidates must have experience working with governments on adaptation planning and project design, providing technical inputs and strategic advice in climate change adaptation projects. At least two years of experience managing project budgets of USD 10 million and above is required, along with experience in guiding climate change risk assessment assignments. Experience within the United Nations common system or similar international organizations is desirable, as is experience in data analytics or related areas.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of proficiency as per the UN Language Framework. Candidates must demonstrate the ability to read, write, listen, and speak in both languages at the required levels.
Additional Notes: The appointment for this project position is for an initial period of one year and may be subject to extension based on the continued existence of the mandate and availability of funding. The position is classified as fixed-term appointment limited, and renewal is contingent upon these factors.
