Job Posting Organization:
The Aspire to Innovate (a2i) Programme is a project initiated by the Government of Bangladesh aimed at fostering a citizen-centric culture of innovation within civil service. The program focuses on enhancing service delivery to make it more inclusive, affordable, reliable, and accessible. It is supported by various stakeholders including the Government of Bangladesh, UNDP, and other development partners, and is implemented by the ICT Division and Cabinet Division. The a2i Programme has been instrumental in establishing institutional mechanisms to improve accountability and accelerate the achievement of Sustainable Development Goals (SDGs) in Bangladesh. The organization is dedicated to improving public service innovation and accountability, catalyzing digital financial services, and incubating private sector-enabled public service innovations. The a2i Programme is committed to addressing the challenges faced by marginalized communities, particularly in the context of health services and vaccination efforts.

Job Overview:
The Project Analyst position is crucial for the effective implementation and coordination of health-related projects under the a2i Programme. The role requires a strong background in public health or health systems, with a focus on identifying and reaching target populations, especially in underserved areas. The incumbent will work closely with government bodies, development partners, NGOs, and private sector entities to strengthen routine and campaign-based vaccination initiatives. The Project Analyst will contribute to data-driven decision-making processes, ensuring alignment with national health priorities and improving health outcomes for vulnerable populations. The position demands a proactive approach to project management, including planning, supervision, monitoring, and reporting on project activities. The successful candidate will be expected to foster innovation in health service delivery systems and support the overall goals of the a2i Programme.

Duties and Responsibilities:
The Project Analyst will report directly to the International Project Manager and will be responsible for leading and managing the implementation of health projects. Key responsibilities include:
  • Overseeing project planning, supervision, and monitoring to ensure successful implementation.
  • Supervising the health team to ensure seamless progress and alignment with project objectives.
  • Creating timelines for project activities and ensuring compliance with donor and government regulations.
  • Developing risk management plans to address potential challenges.
  • Preparing and submitting monthly, quarterly, and annual progress reports to stakeholders.
  • Facilitating stakeholder consultations and organizing policy dialogues to disseminate project updates.
  • Establishing partnerships with national and international organizations to enhance project implementation.
  • Supporting knowledge sharing and capacity building among stakeholders.
  • Documenting best practices and lessons learned from project activities. 1
  • Performing other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
Candidates must possess an advanced university degree (Master's Degree or equivalent) in Public Health, Health Administration, Global Health, Social Science, or a related discipline. Alternatively, a first-level university degree (Bachelor's Degree) in the aforementioned areas, combined with an additional two years of qualifying experience, will be considered. The position requires strong analytical skills, excellent report writing capabilities, and the ability to engage with diverse stakeholders effectively. Familiarity with health information systems and experience in implementing health initiatives are also essential qualifications for this role.

Educational Background:
An advanced university degree (Master's Degree or equivalent) in Public Health, Health Administration, Global Health, Social Science, or a related discipline is required. Alternatively, a first-level university degree (Bachelor's Degree) in the areas mentioned above, in combination with an additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree.

Experience:
Applicants with a master's degree (or equivalent) in a relevant field of study are not required to have professional work experience. However, those with a bachelor's degree (or equivalent) must have a minimum of two years of relevant professional experience in health-related projects. Desired skills include experience collaborating with government agencies, NGOs, and donor organizations, as well as practical experience in health initiatives and policy advocacy.

Languages:
Fluency in English and Bangla is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
