Job Posting Organization:

Job Overview:
The National Expert position is part of the Trade for Jobs Uganda initiative, a five-year project co-led by the ILO and the International Trade Centre (ITC), aimed at leveraging trade to create decent job opportunities and income generation for impoverished individuals in Uganda. The project focuses on enhancing the dairy and tourism sectors, which are identified as high-potential areas for economic growth. The National Expert will play a crucial role in designing and implementing interventions that address regulatory barriers, thereby supporting employment and trade outcomes. This position requires collaboration with various stakeholders, including government ministries, private sector actors, and development partners, to ensure the successful execution of project objectives. The National Expert will also be responsible for monitoring and evaluating the impact of these interventions, ensuring that gender perspectives are integrated into all activities, and contributing to the overall success of the project.

Duties and Responsibilities:
The National Expert will have a comprehensive set of responsibilities, including:
  • Supporting the design of interventions based on market systems assessments in the dairy and tourism sectors, focusing on regulatory barriers.
  • Coordinating the planning, implementation, and monitoring of interventions in collaboration with private and public sector partners.
  • Developing and guiding systemic interventions to strengthen regulations that support job creation and business growth.
  • Acting as the primary contact for project-relevant ministries and providing technical advice on regulatory and sector coordination interventions.
  • Facilitating the establishment of a Steering Committee and organizing meetings.
  • Supporting the development and operationalization of a monitoring and results measurement system.
  • Preparing reports and presentations for project management and stakeholders.
  • Organizing workshops and training sessions, adapting ILO training materials to local contexts.
  • Ensuring gender equality and women's economic empowerment are central to all project activities. 1
  • Engaging in personal upskilling and participating in relevant training and peer learning exchanges.

Required Qualifications:
Candidates must possess a First Level University degree (bachelor’s or equivalent) in fields such as public policy, public administration, business, economics, political science, international development, or other relevant technical areas. Additionally, candidates should demonstrate strong technical knowledge in governance and regulatory reform processes, particularly within the context of Uganda. Familiarity with market systems development, trade promotion, and the dairy or tourism sectors will be advantageous. Candidates should also exhibit strong research and analytical skills, political awareness, and the ability to develop innovative solutions to complex challenges.

Educational Background:
The educational requirement for this position is a First Level University degree (bachelor’s or equivalent) in relevant fields such as public policy, public administration, business, economics, political science, international development, or other related technical disciplines. This educational background is essential for understanding the complexities of regulatory frameworks and market systems development.

Experience:
A minimum of three years of experience in the private, public, or development sectors is required. Candidates with experience in regulatory-themed work, market systems development, or trade-related programs will have a competitive advantage. Experience in coordinating regulatory changes within government settings, particularly in multi-stakeholder environments, is also beneficial.

Languages:
Candidates must have an excellent command of English, both written and spoken. Proficiency in additional languages may be considered an asset, particularly if relevant to the project context.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension based on funding availability and performance. The role is contingent upon the award of funding and is subject to specific local recruitment and eligibility criteria. The entry-level salary for this position is 194,017,000 Ugandan Shillings per year.
