Job Overview:
The Legal Advisor position at ODIHR involves providing comprehensive legal advice and support to the Director and Deputy Directors on a variety of legal matters that arise from the operations and status of ODIHR. The incumbent will be responsible for interpreting the mandate of ODIHR and advising on issues related to its functions, structure, and activities. This role requires a deep understanding of international law, particularly as it pertains to the legal status and privileges of ODIHR and its officials. The Legal Advisor will also engage in research and analysis of legal precedents, ensuring that ODIHR's operations comply with applicable laws and regulations. The position demands strong analytical skills, discretion, and sound judgment to navigate complex legal issues and provide strategic insights that align with ODIHR's objectives. The Legal Advisor will also coordinate legal consultations and liaise with the OSCE Secretariat Legal Services to ensure consistent application of legal frameworks across the organization.

Duties and Responsibilities:
The incumbent will perform a variety of duties, including but not limited to: providing legal advice and analysis on the interpretation of ODIHR's mandate; advising on international law issues affecting ODIHR's legal status and relationships; conducting research on legal precedents relevant to ODIHR's functions; advising on disciplinary procedures and personnel-related matters; reviewing and interpreting the OSCE's regulatory framework; negotiating and interpreting legal instruments such as agreements and memoranda; drafting and reviewing legal documents; coordinating legal consultations within ODIHR and with external entities; and performing other related duties as assigned by the Director. The role requires a proactive approach to legal challenges and the ability to work collaboratively with various stakeholders.

Required Qualifications:
Candidates must possess a first-level university degree in law and a minimum of six years of relevant, diversified, and progressively responsible professional experience. Experience in the practice of law, such as roles held by judges, prosecutors, or lawyers, is highly desirable. Candidates should have a solid understanding of international law and experience in drafting and reviewing legislation and legal texts. Strong analytical skills are essential, along with the ability to consider policy implications and identify strategic issues. Discretion and sound judgment are critical for resolving sensitive and complex legal matters. Proficiency in Microsoft applications is required, and excellent written and spoken communication skills in English are essential. Knowledge of another OSCE language is considered an asset. Candidates should demonstrate gender awareness and sensitivity, and the ability to integrate a gender perspective into their work.

Educational Background:
The position requires a first-level university degree in law, which is essential for understanding the legal frameworks and principles that govern ODIHR's operations. Experience:
Candidates should have a minimum of six years of relevant professional experience, which should include progressively responsible roles in legal practice. Languages:
Fluency in English, both written and spoken, is mandatory for this position, as it is essential for effective communication and drafting legal documents. Knowledge of another OSCE language is desirable and would be beneficial in enhancing communication with diverse stakeholders within the organization and its member states.

Additional Notes:
This position is classified as an international secondment, and candidates must be nominated by their respective participating States.
